Position Overview

The Head of Human Resources Operations plays a pivotal role in overseeing various aspects of employee relations, talent acquisition, and organizational policy enforcement. This full-time, on-site position offers a competitive salary range of $70,000 to $90,000 annually.

Key Responsibilities
  • Manage and administer comprehensive employee benefit programs, including health insurance, dental, life, and disability coverage.
  • Address employee inquiries regarding benefits to ensure prompt and courteous resolutions.
  • Facilitate the processing of employee benefit enrollment and modifications within established timelines.
  • Conduct orientation sessions for new hires regarding available benefits.
  • Coordinate the annual open enrollment process, including the preparation and distribution of necessary materials.
  • Assist in evaluating and comparing existing benefits offered by the agency.
  • Oversee the reconciliation of benefit premiums between payroll and benefits systems.
  • Administer all Leaves of Absence in collaboration with third-party vendors, ensuring compliance with established guidelines.
  • Collaborate with Employee Relations and HR Compliance to assess employee accommodation requests.
  • Lead the recruitment process in partnership with the Recruitment and Retention Coordinator.
  • Direct Diversity, Equity, and Inclusion initiatives, serving as a resource for employees and facilitating discussions on DEI matters.
  • Establish and monitor key performance indicators (KPIs) to evaluate the success of DEI initiatives and employee engagement programs.
  • Maintain confidential databases and tracking systems to support HR operations.
  • Ensure accurate documentation and record-keeping in compliance with agency policies.
  • Provide guidance to employees on HR-related matters and agency policies.
  • Review and approve staff timecards, leave requests, and overtime submissions.
  • Optimize the use of various HR databases and systems to enhance workflow efficiency.
  • Lead the implementation of new HRIS modules and coordinate with vendors for seamless information flow.
  • Ensure compliance with all relevant state and federal regulations.
  • Participate in required training and development programs.
  • Support departmental staff as needed and assume leadership in the absence of the VP of Human Resources.
  • Perform additional duties as assigned.
Qualifications
  • Bachelor's Degree in Human Resources, Business Administration, or a related field, with a minimum of five years of relevant experience; or an Associate's degree with eight years of experience; or a combination of education and experience that meets agency standards.
  • SHRM-CP or SHRM-SCP certification is a plus.
  • Valid driver's license with an acceptable driving record.
