Position Overview:
The Engineering and Science Services and Capabilities Augmentation (ESSCA) contract delivers engineering, scientific, and technical support to NASA Marshall Space Flight Center (MSFC). Our Aerosciences Team is a high-performing group engaged in complex tasks supporting MSFC's Structural Design, Development & Analysis Division. This team plays a vital role in NASA programs, contributing to the Space Launch System (SLS), Human Lander Systems (HLS), and more. This exciting work is a crucial step towards sending humans to the Moon, Mars, and beyond.
Our ESSCA Team Leads act as first-line supervisors, overseeing Task Orders and personnel that align with the requirements outlined in the ESSCA Performance Work Statement, along with any additional skills that may be necessary as the ESSCA contract evolves. They ensure that high-caliber individuals are recruited through disciplined human resources processes and are adequately trained, developed, and perform to our standards. Team Leads are accountable for the proactive management of assigned Task Orders and personnel to ensure effective fulfillment of MSFC requirements.
Key Responsibilities:
- Lead a robust and high-performing team to support the government client and JSEG management.
- Provide technical area supervision, including the assignment and balancing of team skills across various task orders to meet client and JSEG management expectations.
- Collaborate with the Deputy Department Manager to assign and develop lead personnel for each task order or subtask as necessary.
- Support resource allocation, tracking, and control for tasks/subtasks.
- Oversee individual and team technical performance, which may involve managing sub-task leads in support of team efforts and product deliveries, providing technical expertise in a discipline, and/or directly contributing as an individual team member.
- Ensure the technical quality of work products generated by team personnel. Establish and implement processes within the JSEG Performance Management System (JPMS).
- Train and develop team personnel through on-the-job training, strategic technical assignments, peer-to-peer training, and classes.
- Anticipate future resource/skills/development needs in collaboration with department management to efficiently manage and train the workforce for maximum flexibility and efficiency.
- Identify and manage cost, technical, and schedule risks to ensure the achievement of Task Order requirements, ESSCA goals and objectives, and the JSEG annual business plan.
- Implement the ESSCA safety program for the team and exemplify our Beyond Zero culture.
- Conduct hiring functions to meet team support requirements: define position needs, conduct candidate recruitment, lead interviews and selection, and manage onboarding activities.
- Develop employee goals and objectives and conduct performance evaluations. Support disciplinary processes with team personnel as necessary.
- Implement the awards and recognition program within the team and enhance team morale.
- Review and approve employee travel and training needs and requests, along with associated expense reports.
- Establish and oversee specialty subcontracting requirements in collaboration with the Task Lead and JSEG Business and Finance Office (BFO), including coordination of task assignments and performance. Develop subcontractor Statements of Work (SOW) and manage subcontractors.
Team Leads will support ESSCA contract operations by:
- Ensuring excellent client relations and harmonious team dynamics through effective conflict resolution.
- Facilitating outstanding coordination, communication, and collaboration with other Team Leads, JSEG management, Teammate Principals, ESSCA Technical Fellows, BFO, and HR.
- Supporting JSEG leadership communication, sharing, and the development of best practices for MSFC and across ESSCA.
- Actively engaging with JSEG and MSFC personnel to explore new work areas and develop new task scopes in line with our Solutions initiative.
- Leading and supervising personnel in the technical execution of task orders.
- Promoting employee awareness and commitment to personal safety, mission success, and client satisfaction.
- Informing JSEG management and the appropriate Teammate Principal of activities that may necessitate disciplinary and/or safety actions.
- Ensuring the quality of technical work in accordance with the JSEG Performance Management System (JPMS), for which the team is responsible.
- Coordinating subcontractor task assignments and performance.
- Strategically assigning personnel to broaden and develop their skills and provide points of contact for each Task Order or Subtask.
- Utilizing analytical, design, and testing tools to deliver state-of-the-art capabilities to MSFC and consistency across our entire staff.
- Leveraging extensive experience and familiarity to effectively apply the technologies and tools utilized in technical disciplines.
- Conducting special projects as assigned by the Department Manager or Office of Program Management.
Essential Qualifications:
A degree in a scientific, engineering, or related field is required. A degree from an ABET accredited institution is preferred. An MS or Ph.D. degree is highly desirable. Typically, educational requirements are equivalent to a Ph.D. with a minimum of 9 years of experience, a Master's with at least 13 years of experience, or a Bachelor's with at least 15 years of experience.
The candidate must possess exceptional technical and leadership qualifications in one or more of the following areas:
- Excellent verbal and written communication and interpersonal skills.
- Technical leadership and engineering management in aerospace disciplines.
- Demonstrated skills in technical management and systems management as required to support the evaluation of MSFC programs and projects.
- Technical expertise in the following specialties is highly desirable for this position:
- Aerosciences, Aerothermal, or Aerodynamics.
