The City of Worcester is seeking qualified candidates for the position of Chief of Urban Infrastructure & Sanitation within the Streets & Sanitation Division of the Department of Public Works & Parks. This role operates under the guidance of the Assistant Commissioner of Operations and is accountable for the overall management of the Division, including the leadership, coordination, development, and oversight of all full-time, part-time, contract, and seasonal personnel engaged in Street Operations, Sanitation Operations, and Traffic Maintenance.

This position encompasses the supervision of all staff involved in the construction, modification, repair, maintenance, and preservation of municipal highways, streets, bridges, sidewalks, and related structures. Additionally, it includes the management of residential solid waste collection, snow and ice operations, and other related responsibilities as necessary.

KEY RESPONSIBILITIES:

  • Oversee the administration and direction of street, sidewalk, bridge, and related maintenance programs.
  • Coordinate the scheduling and assignment of staff for construction, maintenance, and repair tasks.
  • Manage street cleaning operations, including seasonal activities such as leaf removal and emergency cleanups.
  • Ensure compliance with construction standards through accurate calculations and assessments.
  • Plan and supervise snow control and removal operations, including plowing and salting.
  • Prepare annual budget estimates and provide necessary documentation during budget discussions.
  • Participate in equipment procurement decisions and prepare specifications for new machinery.
  • Address public inquiries and complaints effectively.
  • Review payroll and cost records, ensuring operations remain within budgetary constraints.
  • Supervise additional public works functions, including emergency response and infrastructure maintenance.
  • Stay informed about developments in the field and implement best practices.
  • Monitor employee performance and implement corrective measures as needed.
  • Maintain accurate records and reports related to division activities.
  • Ensure adherence to all relevant regulations and policies.
  • Foster a collaborative and respectful work environment.
  • Participate in meetings and contribute to departmental initiatives.

REQUIRED QUALIFICATIONS:

  • Bachelor's Degree in Civil, Sanitary, Environmental, Mechanical Engineering, or Environmental Science, or equivalent experience.
  • Seven years of experience in construction, maintenance, and repair of public infrastructure.
  • Three years of managerial experience with significant administrative responsibilities.
  • Valid driver's license.

PREFERRED QUALIFICATIONS:

  • Master's Degree in a relevant engineering field.
  • Experience in managing snow operations.
  • Professional Engineer (PE) License.
