Job Summary

We are seeking a highly skilled Financial Analyst to join our team at the City of Clinton, NC. The successful candidate will be responsible for performing responsible professional accounting and financial work in the Finance Department.

Key Responsibilities
  • Assist the Finance Director in providing technical guidance to technical accounting staff and preparing a variety of financial records, reports, spreadsheets, and analyses.
  • Interpret and enforce fiscal policies and practices for the department.
  • Perform journal entries, reconcile monthly cash collections and bank statements, and pay and submit monthly sales tax reports to the NC Department of Revenue.
  • Maintain and update the chart of accounts, enter budget amendments and updates, and prepare year-end entries to close out the fiscal year.
  • Serve as purchasing specialist for the City, recommend purchasing manual for the City, and train departmental users.
  • Prepare and send out requests for proposals for various goods and services, record bid information from formal bid openings, and assist with reviewing contracts and coordinating review with the City Attorney.
  • Approve requisitions and file electronic purchase orders for Finance Director review, code invoices and submit to accounts payable, and enter purchase orders if necessary.
  • Balance and post daily cash collections, monitor cash availability and balances, and oversee wiring of funds from and to the central depository.
  • Serve as internal auditor and develop and implement internal audit policies and procedures City-wide, including cash handling, safekeeping of City assets, and City financial activities.
  • Sign out City credit card and review receipts for proper budget line item coding, research cost reductions for departmental activities, and evaluate and recommend updated finance department procedures and processes.
  • Assist the auditors and prepare comprehensive documentation during the annual audit of the City's financial records, assist in preparation of the Annual Financial Report (CAFR) that is submitted for the Certificate of Achievement for Excellence in Financial Reporting Program Award, including preparation of spreadsheets, graphs, and charts, and coordination of printing and disbursement of the document.
  • Assist in preparation of the annual City budget, analyze historical trends in revenues and expenditures, and assist all City departments in preparing, keying, and balancing budget requests.
  • Perform grant accounting, establish spreadsheets for each grant, and maintain adequate accounting records to document compliance with local, State, and Federal laws and ordinances.
Requirements
  • Considerable knowledge of North Carolina General Statutes and financial practices and procedures.
  • Considerable knowledge of the principles and practices of public finance administration, including accounting, budgeting, and payroll in government.
  • Considerable knowledge of the practices of professional accounting and auditing.
  • Considerable knowledge of the application of information technology to the work, including specialized financial packages, spreadsheets, and databases.
  • Considerable knowledge of state laws regarding public purchasing processes.
  • Skill in internal customer service excellence and collaborative conflict resolution.
  • Ability to evaluate financial systems and formulate and install accounting methods, procedures, forms, and records.
  • Ability to design and prepare analytical and interpretive financial reports, statements, and records.
  • Ability to establish and maintain effective working relationships with the public, department heads, government officials, superiors, and other employees.
  • Ability to communicate effectively in oral and written forms.
