Overview

The Wage and Hour Division (WHD) serves as a vital enforcement agency for labor regulations, safeguarding the rights of approximately 150 million workers. Our primary objective is to uphold standards concerning minimum wage, overtime, child labor, family and medical leave, employment conditions for migrant workers, lie detector tests, garnishments, prevailing wages on government contracts, and various guest worker programs.

Eligibility
  • Career transition (CTAP, ICTAP, RPL)
    Federal employees defined as "surplus" or "displaced" individuals.
  • Internal to an agency
    Current federal employees within this agency.
Agency Clarification

Current employees of the Wage and Hour Division with competitive status and Career Transition Assistance Program (CTAP) eligibility in the local commuting areas.

Key Responsibilities

Bilingual proficiency in English and Spanish is preferred, though not mandatory. Bilingual candidates may be interviewed in both languages and could be required to translate documents.

- Assess, analyze, and report on the effectiveness of various assigned Acts and enforcement initiatives, including resource utilization and staff allocation to the Regional Administrator for Wage and Hour.

- Review investigation case files from District Offices to ensure compliance with established regulations and priorities. Evaluate case files based on Investigator standards and provide constructive feedback on deficiencies.

- Lead or conduct comprehensive investigations in designated program areas. Engage in complex negotiations with employers and their representatives to achieve voluntary compliance and recover back wages and damages when warranted.

- Identify potential litigation cases and collaborate with the Solicitor's Office to build effective cases. Offer technical guidance to District Office investigators on complex cases where enforcement precedents are unclear.

- Develop and actively engage in public relations, informational, and educational initiatives regarding worker protections under various acts enforced by the Wage and Hour Division.

Conditions of Employment
  • Must be a U.S. Citizen.
  • Must be at least 16 years old.
  • Must obtain and maintain the necessary security clearance.
  • Probationary period may be required.
  • Must reside within the local commuting area of the listed locations.
Qualifications

Experience is defined as 35-40 hours of work per week. All experience on your resume must include specific start and end dates. Part-time experience will be credited based on actual hours worked. Clearly describe your duties and responsibilities in each position.

Applicants must meet at least TWO of the following THREE specialized criteria:
  • General knowledge of Federal wage and hour labor laws, industrial occupations, and wage administration practices.
  • Ability to analyze written and verbal information and numerical data to make informed decisions based on interviews and records review.
  • Skill in personal interactions requiring the ability to explain rights and obtain cooperation from individuals with diverse backgrounds.
In addition, applicants must demonstrate knowledge of Federal wage and hour labor laws related to wages and employment conditions.

Examples of qualifying specialized experience include:
  • Interpreting and applying policies and procedures for compliance determination.
  • Conducting interviews and providing information about laws and regulations.
  • Experience in industrial personnel or salary administration.
  • Analyzing labor legislation.
  • Evaluating operations through audits or inspections.
  • Work involving compliance with program requirements.

Specialized Experience - Applicants must have one year of specialized experience equivalent to at least the GS-12 grade level, which includes:

Knowledge and skill in applying laws and regulations enforced by the Wage and Hour Division. Ability to organize work, set priorities, and coordinate with other organizations to achieve goals. Demonstrate effective written communication through comprehensive reports and data analysis.

Applicants must meet eligibility requirements regarding time-in-grade and time-after-competitive-appointment.

Education

No educational requirements or substitutions for specialized experience at this grade level.
