Overview:

Under general oversight, orchestrates the planning, design, and execution of infrastructure initiatives for the Public Works Department (PWD); collaborates with the City Engineer on technical assessments, design progression, and project oversight; ensures adherence to state and federal regulations along with City policies, procedures, and objectives.

Primary duties and responsibilities may include, but are not limited to, the following:

Assists in steering City Engineering division operations, projects, programs, and personnel.

Plans, designs, and oversees municipal infrastructure projects, encompassing water, sewer, roadways, drainage, pavement, and floodplain management elements; composes technical and analytical reports and formulates technical estimates of a specialized nature.

Supervises engineering, surveying, and technical drafting operations and personnel.

Administers floodplain regulations and concerns; evaluates building plans within the flood zone and aids homeowners with insurance and construction guidelines; clarifies flood risks, rules, regulations, and the permitting process; prepares elevation certificates and letters of map change.

Maintains records and generates reports for compliance with federal disaster management programs, including National Flood Insurance Program (NFIP) and Community Rating System (CRS); sustains floodplain management maps and Federal Emergency Management Agency's (FEMA) maps.

Reviews building permits/subdivision plans for conformity with City construction standards and regulations.
Develops statistical/predictive models for water and sewer distribution, hydraulics, and hydrology.

Directs, mentors, and trains staff and assesses performance; meets regularly with staff to discuss and resolve priorities, workload, resource allocation, quality standards, and technical challenges.

Manages the collection, analysis, and reporting of engineering project data; reviews technical documents and other records to assess data quality and accuracy; identifies and rectifies errors and inconsistencies in documents and reports; coordinates plans and issues with other state and regional agencies.

Analyzes operational information, evaluates trends, and ensures engineering issues are appropriately addressed and resolved; fosters new ideas and collaborative approaches to problem-solving.

Supports the departmental operations with regular and timely attendance.

Promotes the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.


Minimum Qualifications:

Education, Training, and Experience Guidelines:

A Bachelor's Degree in Civil Engineering is required; AND five years' experience in construction management, project management, and civil engineering in the public sector is required.

A minimum of two (2) years in a supervisory role is required. Proficiency in AutoCAD and Civil 3D is preferred but not mandatory.

Knowledge of:
Fundamentals of civil engineering, mathematics, and physics.
Methods, materials, and equipment utilized in public works construction projects.
Principles and practices of government project design, bidding procedures, project management, and methods of evaluating construction contract compliance.
Principles of evaluating and managing municipal infrastructure development and water resource issues.

Federal and state codes and regulations governing civil engineering, including FEMA, NFIP, and Texas Commission on Environmental Quality (TCEQ) water quality and permit programs.

Principles and practices of administrative management, including personnel rules, cost accounting, budgeting, procurement, contract management, and employee supervision.
Principles of Information Technology, including Geographic Information Systems and AutoCAD

Skills in:
Analyzing issues, evaluating alternatives, and making logical recommendations based on findings.
Interpreting and applying engineering standards and procedures, federal and state rules and regulations, and City policies and procedures.
Analyzing and evaluating technical engineering data and construction documentation.
Checking designs, details, estimates, plans, and specifications of engineering projects.
Interpreting technical instructions and analyzing complex variables.
Reviewing and verifying mathematical calculations.
Assessing and prioritizing multiple tasks, projects, and demands.
Establishing and maintaining cooperative working relationships with City employees, officials, and representatives from other local, state, and federal agencies.
Supervising and leading staff, and delegating tasks and authority.
Operating a personal computer utilizing a variety of business software.
Communicating effectively verbally and in writing.

License and Certification Requirements:
A valid Driver's License is required.
Registration as a Professional Engineer by the Texas Board of Professional Engineers is required.

If you are not currently licensed in Texas, you must demonstrate the ability to become licensed in Texas within the first (6) months of employment.

A Certification as a Floodplain Manager (CFM) from the Association of State Floodplain Managers is required within one year of employment.
