POSITION SUMMARY: Responsible for the oversight and execution of federally-supported energy assistance initiatives, including the Low Income Home Energy Assistance Program (LIHEAP) and various other federal or state programs.

KEY RESPONSIBILITIES:

  • Directly manage a team; conduct interviews, recruit, and train personnel; assign tasks and monitor progress; foster employee development and skill enhancement; assess and review employee performance; address workplace challenges and provide coaching, guidance, and disciplinary actions as necessary.
  • Analyze federal mandates and priorities, implementing program policies and procedures in alignment with regulations and state objectives; assess legislative and regulatory updates and collaborate with leadership on policy clarifications.
  • Oversee the formulation of state plans for LIHEAP implementation and the preparation of federal applications for resource allocation.
  • Administer state-funded housing initiatives and other assigned housing programs.
  • Assist the legal team in drafting contracts with grantees and vendors.
  • Examine grantee payment requests by reviewing documentation such as financial statements, bank records, invoices, and payroll data to ensure adherence to federal and state regulations.
  • Work in conjunction with the Compliance & Asset Management team to monitor LIHEAP grantees and follow up to ensure compliance with corrective action plans.
  • Engage with federal agencies regarding program implementation challenges.
  • Draft policy documents for LIHEAP and communicate any changes or clarifications to grantees.
  • Design and deliver both virtual and in-person training sessions and workshops for grantees focused on program execution.
  • Ensure the collection and reporting of essential performance metrics.
  • Promote program availability and effectiveness to federal, state, and local partners, advocating for energy efficiency among low and moderate-income households.
  • Monitor financial performance of programs and collaborate internally to optimize the use of federal resources in compliance with expenditure requirements.
  • Provide technical assistance to grantees, including workshops, training sessions, and program materials.
  • Identify needs, propose enhancements, and collaborate internally to leverage technology for improved efficiency for both staff and grantees.
  • Spot opportunities and recommend the implementation of initiatives or partnerships that enhance home energy efficiency and provide cost savings to consumers.
  • Conduct research on specific policy matters and provide relevant recommendations to leadership.

MINIMUM QUALIFICATIONS:

  • High School Diploma or GED; Associate Degree or higher preferred.
  • Two years of management experience with progressive responsibilities.
  • One year of experience in administering LIHEAP or federal grant management.
  • Experience in federal, state, or local grant programs.

SKILLS AND COMPETENCIES:

  • Proficient in staff management.
  • Adept at planning and directing team activities.
  • Familiarity with U.S. Department of Energy and U.S. Department of Health and Human Services data systems.
  • Strong judgment in evaluating situations and making decisions.
  • Ability to work independently with minimal supervision and collaboratively within a team.
  • Excellent interpersonal, verbal, and written communication skills.
  • Demonstrates integrity, honesty, and discretion.
  • Builds and maintains positive relationships with stakeholders.
  • Exceptional organizational and time management skills.
  • Maintains confidentiality and documents thoroughly and accurately.
  • Computer literate; proficient in Microsoft Office Suite and adaptable to new systems.

SPECIAL REQUIREMENTS:

  • Valid driver's license and ability to travel occasionally.
  • Regularly required to sit, stand, and communicate effectively.
  • Occasional lifting and physical activity may be necessary.
