Overview

Position Summary: This role is situated within the Defense Civilian Intelligence Personnel System (DCIPS). Key Responsibilities:
  • Acts as the Special Security Officer (SSO) and Division Chief within the Directorate of Intelligence, providing support to the 3 Star Operational Headquarters (HQ) and associated organizations.
  • Utilizes risk management strategies to address deficiencies in existing security management frameworks, including personnel, physical, and information security, as well as Sensitive Compartmented Information (SCI) management.
  • Oversees the Personnel Security (PERSEC) program in relation to the Special Security Officer (SSO) duties.
  • Initiates and engages in the assessment and enhancement of operational methods, organizational structures, and position configurations.
  • Evaluates construction design proposals and conducts on-site inspections of facilities under development to identify potential security vulnerabilities.
Requirements:

Conditions of Employment:
  • Appointment may require a suitability or fitness assessment, determined by a comprehensive background investigation.
  • A two-year trial period may be necessary.
  • Must be capable of obtaining and maintaining a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with the Alcohol and Drug Abuse Prevention and Control Program, successful completion of a urinalysis screening for illegal drug use is required prior to appointment and periodically thereafter.
  • May necessitate Temporary Duty (TDY) travel to various locations, both within and outside the continental United States (CONUS and OCONUS), up to 30% of the time.
  • May be subject to polygraph testing.
  • May be required to return to duty within 60 minutes after notification.
  • May be required to work overtime, including weekends and holidays, with minimal notice.
  • This position is classified as KEY, indicating it cannot be vacated during wartime or national emergencies without severely impacting the mission.
  • Incumbent must obtain the Security Fundamentals Professional Certification (SFPC) within the first two years of employment.
  • Key and E-E employees must be exempted from military mobilization or recall obligations.

To qualify, candidates must demonstrate at least one year of specialized experience directly related to the responsibilities of this position. Specialized experience includes comprehensive knowledge and practical application of Special Security Office (SSO) tradecraft to establish and manage Sensitive Compartmented Information Facilities (SCIFs) and Technical SCIFs (TSCIFs); overseeing new construction projects and security policies; and managing daily administrative security processes, including Personnel Security SF-86 investigations, determining clearance eligibility, and conducting security indoctrinations and debriefings.
