Job Description:

SUMMARY

Under the guidance of the Parking Control Supervisor, the incumbent is responsible for enforcing parking regulations and issuing citations for vehicles that violate municipal codes. This role involves assisting in the enforcement of laws and city policies related to residential parking and abandoned vehicle infractions. The individual is expected to demonstrate sound judgment, independence, initiative, and professional expertise in daily operations. All responsibilities must be executed in compliance with city safety protocols, operational regulations, and applicable federal, state, and local laws.

ESSENTIAL DUTIES AND RESPONSIBILITIES include effective public interaction, maintaining professionalism, and the following tasks. Additional duties may be assigned.
  • Enforces parking regulations on city streets, shopping areas, and residential neighborhoods, issuing citations as required;
  • Manages extended parking at meters through ticketing or towing of vehicles;
  • Addresses citizen complaints regarding abandoned vehicles and issues citations as necessary;
  • Collects funds from parking meters when needed;
  • Recovers stolen bicycles and transports them to storage;
  • Attends court proceedings to provide testimony in cases of disputed violations;
  • Posts 'No Parking' signs and bags meters as directed in various locations;
  • Reports illegal vehicles and activities to the appropriate authorities;
  • Identifies abandoned vehicles and residential parking violations, notifying owners through tagging;
  • Coordinates the towing of abandoned vehicles and documents tow information;
  • Issues warning citations in accordance with local regulations;
  • Prepares daily reports detailing duties performed and citations issued;
  • Must be able to lift 50 pounds and carry it a minimum of 30 feet;
  • Works in various weather conditions, including extreme temperatures and precipitation;
  • Maintains a valid Indiana Driver's License;
  • Conducts vehicle plate/VIN checks through the Indiana BMV;
  • Responds to public inquiries;
  • Possesses the ability to learn and communicate via Police Agency radio.
MARGINAL FUNCTIONS

PERFORMANCE EXPECTATIONS

The incumbent is accountable for managing their performance in alignment with this job description and the expectations set by management. EDUCATION and/or EXPERIENCE

  • Ability to comprehend general work procedures and regulations;
  • Capable of tactfully dealing with the public and managing occasionally hostile situations;
  • Ability to establish and maintain effective working relationships with departmental staff;
  • Eligibility to obtain a special Police Commission;
  • Ability to pass post-offer screening for this position.
LANGUAGE SKILLS

Ability to read and understand simple instructions, short correspondence, and memos. Capable of writing basic correspondence and effectively presenting information in one-on-one situations to customers, clients, and colleagues. The incumbent frequently interacts with the public to address questions and complaints, which may involve dealing with stressful situations. Patience and tact are essential in all interactions.

MATHEMATICAL SKILLS

Ability to perform basic arithmetic operations, including addition, subtraction, multiplication, and division. Capable of computing rates, ratios, and percentages, as well as interpreting bar graphs.

REASONING ABILITY

Ability to apply common sense to carry out instructions provided in written, oral, or diagram form. Capable of addressing problems involving multiple concrete variables in standardized situations. The incumbent is responsible for adhering to specific instructions but may need to exercise independent judgment when determining actions regarding parking violations and abandoned vehicles.
