Role Responsibilities:
The Technical Architect will collaborate with a team to deliver information technology consulting services, focusing on the evaluation of clients' Managed Care capitation business requirements, operational processes, accounting systems, and strategic objectives. Key responsibilities include:

  • Engaging with stakeholders to thoroughly understand existing Managed Care payment and accounting processes, identifying challenges and opportunities for enhancement.
  • Assisting clients in establishing and prioritizing Objectives and Key Results (OKRs) to improve payment and accounting workflows.
  • Documenting opportunities for achieving OKRs through business process re-engineering, technology enhancements, and identifying new technological requirements.
  • Identifying impacted programs, user demographics, and optimal user journeys for participants in the Managed Medi-Care payment and accounting processes.
  • Understanding and documenting additional scenarios that proposed solutions must address, prioritizing them according to their relevance to OKRs.
  • Preparing proposals and documenting alternative solutions for the future state of managed care payment and accounting, incorporating best practices in financial management.
  • Collaborating with clients' technical teams to define scalable architectures for proposed solutions, ensuring alignment with clients' Enterprise Architecture and Infrastructure strategies.
  • Developing and presenting implementation strategies and roadmaps to clients' executives for the future state of managed care payment and accounting.
  • Coordinating with healthcare plans, oversight agencies, and federal partners as necessary to garner support for proposals related to the future state of managed care payment and accounting.

Required Qualifications:

  1. A minimum of eight (8) years of full-time experience in systems development, analysis, programming, and testing.
  2. At least three (3) years of experience in architecting large-scale enterprise IT systems within the last five (5) years.
  3. Experience with Infrastructure as Code using Terraform, AWS CloudFormation, or similar technologies for a minimum of three (3) years within the last five (5) years.
  4. Experience migrating server-based applications to container-based or serverless architectures for at least three (3) years within the last five (5) years.
  5. At least one (1) year of full-time experience with Agile/SCRUM methodologies within the last three (3) years.
  6. A Bachelor's degree in an IT-related or engineering discipline from an accredited institution (additional relevant experience may substitute for educational requirements on a year-for-year basis). Verification of degree may be requested.
  7. Provision of at least two (2) references from previous engagements of similar size, scope, and type of service.

Preferred Qualifications:

  1. Experience working with the Medicare/Medicaid/Medi-Cal program within the last five (5) years.
  2. Experience with financial management and/or accounting information technology systems within the last three (3) years.
