Overview

The individual in this role is tasked with the comprehensive oversight of strategizing, organizing, and coordinating a variety of intricate biological and chemical studies and research initiatives.

These responsibilities encompass scientific fieldwork and laboratory assessments related to wastewater treatment and the impacts of wastewater discharge on surrounding water bodies.

Under supervision, the employee is expected to demonstrate significant initiative and independent judgment in selecting methodologies and crafting recommendations for review by supervisors and other senior departmental personnel.

Work is evaluated throughout the process and upon completion through discussions, oral and written reports, and the outcomes achieved.

Key Responsibilities


Oversees the planning, coordination, and evaluation of a diverse range of technical chemical and biological tests, analyses, and assessments concerning the impacts of municipal wastewater discharges on local water bodies; conducts departmental investigations on Tampa Bay and other surface waters within the service area; develops innovative techniques to assess biological and chemical impacts of pollutants on the Tampa Bay Estuarine System; evaluates, recommends, modifies, and implements procedures for enhanced and environmentally responsible plant operations; interprets analytical results and initiates necessary actions.

Acts as a representative of the department in discussions with regulatory bodies, officials, and the public; collaborates with personnel from various agencies, industries, and municipal departments to report on scientifically relevant matters.

Plans, supervises, and trains professional and technical staff engaged in complex chemical and/or biological tests, analyses, and research projects; collects, processes, and reviews laboratory, chemical, and microbiological samples, performing technical analyses for specialized projects; directs the preparation of reports and submits scientific manuscripts.


Conducts physical and chemical analyses on surface water, wastewater, stormwater, seawater, or groundwater and documents findings.

Serves as the laboratory quality assurance officer (QAO), responsible for the implementation and maintenance of the laboratory's quality management system.

Conducts departmental research on various treatment methodologies to develop techniques that enhance or replace existing chemical analysis methods.

Maintains laboratory documentation; reviews quality control checks performed by laboratory staff; prepares reports on laboratory procedures and findings, including information required by municipal, state, and federal regulatory bodies; collaborates with personnel from regulatory agencies, industries, and municipal departments to report on scientifically relevant matters and address encountered challenges.


Performs related duties as necessary.

Knowledge, Skills & Abilities

Extensive knowledge of:

principles, practices, terminology, and procedures utilized in chemical and/or biological laboratory and field operations; state-mandated quality systems standards; chemical and/or biological research and analysis methodologies, including current literature in marine science and limnology.



Considerable knowledge of:

modern equipment and scientific instruments employed in chemical and/or biological studies of water, wastewater, and the effects of wastewater discharge on local water bodies.



Ability to:

accurately apply scientific and technical knowledge with professional judgment in conducting laboratory tests and assessments; evaluate and maintain records of test results and analyses; prepare and submit precise and comprehensive reports of laboratory findings both orally and in writing, suitable for presentation to public officials when necessary; perform minor adjustments and repairs to laboratory and field instruments and equipment; scuba dive and operate and maintain a municipal boat and related equipment as required; undertake physically demanding tasks as necessary; advise, supervise, and train personnel, while establishing and maintaining effective relationships with colleagues, officials, and the public; operate a lightweight motor vehicle.



Skill in:
the use and maintenance of laboratory and field instruments and equipment.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor's degree, preferably a master's degree, in biology, chemistry, or a related discipline, with three (3) years of progressively responsible experience in biological or chemical research and laboratory analysis.



OR

An equivalent combination of education (at least a high school diploma/GED), training, and experience that would reasonably be expected to provide the job-related competencies noted above.



Licenses or Certifications
Possession of a valid Florida driver's license. Appropriate diver's certification may be required.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments
Employees may be required to work rotating shifts, including nights, weekends, holidays, and overtime as necessary.

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to engage in preparation, response, or recovery activities related to the stated emergency.
