Hours: Monday-Friday 8:00AM-5:00PM
Job Summary:This position is responsible for performing a variety of professional, executive, managerial, and leadership duties related to planning, directing, organizing, and controlling the administrative processes necessary to carry out the efficient operation of the city.
Key Responsibilities:- Provides the city manager, mayor, council, and department heads with reports, information, and recommendations for the efficient operation of the city.
- Ensures the support, education, and training of employees to build professionalism, safety, and effectiveness within the organization.
- Collaborates with department leadership to ensure cross-functional coordination of city operations.
- Studies and standardizes procedures to improve efficiency and effectiveness of operations.
- Prepares and presents information to small and large groups of employees, elected officials, and the public.
- Meets with, negotiates with, and communicates with contract service providers, and manages associated contracts.
- Assists in the planning, application, and management of grants for city projects and programs.
- Conducts research and complex analysis of city processes to determine and recommend improvements for efficient and good governance of the city.
- Collects data and creates reports on pertinent information necessary for efficient and good governance of the city.
- Under the direction of the City Manager and City Policy, provides direction to staff and makes administrative decisions to further the mission and requirements of the city.
- Advises and assists the City Manager in various administrative duties as needed.
- Supervises personnel and departments of the city as assigned.
- Oversees the management of various day-to-day operations of the city as assigned.
- Oversees projects, programs, and systems as assigned.
- Under the direction of the City Manager and City policy, hires, fires, promotes, demotes, transfers, evaluates, and otherwise disciplines department personnel.
- Serves as Acting City Manager in the absence of the City Manager.
- Knowledge of complex principles and practices of municipal administration, organization, function, and service provision.
- Knowledge of organization and management practices as applied to the analysis and evaluation of programs, policies, and operational needs.
- Knowledge of principles and practices of budget preparation and administration, municipal finance management, organization, administration, and personnel management.
- Knowledge of principles of supervision, training, and performance evaluations.
- Knowledge of principles of effective public relations and communications with community groups and agencies, private businesses, and other levels of government.
- Skilled in managing organizational change.
- Skilled in handling multiple projects with interruptions.
- Skilled in prioritizing and organizing workload to meet deadlines.
- Skilled in considering the relative costs and benefits of potential actions to choose the most appropriate one.
- Skilled in management of personnel and conflict resolution.
- Skilled in preparation and presentation of technical material.
- Ability to communicate clearly and effectively, both orally and in writing.
- Ability to analyze a variety of administrative problems, identify alternative solutions, project consequences of proposed action, and implement recommendations in support of goals.
- Ability to interpret and apply City policies, procedures, rules, and regulations.
- Ability to build relationships by gaining cooperation and trust through discussion and action.
- Ability to present recommendations to the City Council with necessary research and documentation.
- Ability to use office software and applications such as Google and Microsoft 365 products in an effective manner.
- Ability to plan, organize, build accountability, and supervise.

While performing the duties of this job, the employee is occasionally required to stand, walk, reach with hands and arms, climb or balance, and stoop, kneel, crouch, or crawl. The employee is regularly required to sit. The employee is frequently required to use hands to finger, handle, or feel, and talk or hear. The employee must occasionally lift and/or move up to 25 pounds. Duties require sufficient mobility to work in a typical office setting and use standard office equipment, as well as sustained posture in a seated position for prolonged periods of time. Specific vision requirements include the ability to adjust focus in order to visually shift tasks.

The noise level in the work environment is usually moderately quiet. Most work is conducted in a climate-controlled building, with occasional requirements to conduct work outside in uncontrolled environments. Remote work opportunities are limited.
Minimum Qualifications:Bachelor's degree in public administration, human resources, business administration, economics, accounting, finance, management, or related field and eight (8) years of related experience, three (3) of which must have been in a supervisory position, or an equivalent combination of education and experience.
Must possess a valid license to operate a motor vehicle.
Preferred Qualifications:Master's degree in public administration, human resources, business administration, economics, accounting, finance, management, or related field and ten (10+) plus years of related experience, five (5) of which being in a supervisory position, or an equivalent combination of education and experience.

Certified Government Financial Manager (CGFM)
Certified Public Finance Officer (CPFO)
Certified Human Resources Professional (SHRM-CP/SHRM-SCP)
