Key Responsibilities

The Senior Proposal Manager will:

  • Collaborate with the Capture Manager to navigate the proposal lifecycle, from analyzing Requests for Information (RFI) and drafting Requests for Proposals (RFP) to formulating response strategies and delivering comprehensive proposals.
  • Lead the development of proposal strategies, focusing on technical solutions, staffing, and management components, while supporting business development initiatives as necessary.
  • Oversee the proposal creation process, including managing timelines, assigning writing tasks, conducting quality assurance, organizing review sessions, implementing revisions, and ensuring timely submissions.
  • Facilitate communication and coordination with team members to gather essential business intelligence and proposal contributions.
  • Direct the writing of critical proposal sections that require in-depth technical knowledge.
  • Engage with senior management to provide insights and recommendations regarding bid/no-bid decisions.
  • Assume the role of Capture Manager when the situation requires.
Qualifications

The ideal candidate will possess:

  • A Master's degree or higher in Earth science disciplines (such as Atmospheric Sciences, Numerical Modeling, Geophysics, Remote Sensing) or a related field, or a Bachelor's degree with over 15 years of relevant experience in technical development, business development, and program management.
  • Familiarity with federal agencies involved in environmental monitoring, research and development, and forecasting, including NOAA, NASA, USGS, FAA, USDA, DOE, and DOD.
  • Extensive experience in industrial proposal writing, with a proven track record of successful proposals.
  • A strong understanding of science, data, and technology within the realm of earth science research and applications.
  • Knowledge of federal government contracting processes, task execution, and management.
  • Proficiency in utilizing reporting and analytical tools such as the Microsoft production suite, MS SharePoint, Google Sheets, SmartSheet, or similar platforms to effectively communicate ideas, processes, outcomes, and associated risks.
  • A personable and approachable demeanor, complemented by strong interpersonal skills.
  • Exceptional communication and presentation abilities.
  • PMP certification is preferred.
