Job Title: State and Regional Operations Director

The Texas Health and Human Services Commission is seeking a highly qualified candidate to fill the role of State and Regional Operations Director within the Access and Eligibility Services Operations Area.

Job Summary:

The State and Regional Operations Director will be responsible for managing state operations related to eligibility determinations for various health and human services programs, including Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF), Medicaid for Children and Families, and Medicaid for the Elderly and for Disabled Adults.

Key Responsibilities:
  • Directs activities of program staff and provides support and strategic direction to eligibility determination staff across the state of Texas.
  • Manages daily staff office programs support operations, approves personnel actions, and plans, develops, and approves schedules, priorities, and standards for achieving goals.
  • Develops goals and objectives consistent with the agency strategic plan.
  • Plans, develops, implements, coordinates, monitors, revises, and evaluates policies and procedures.
  • Reviews guidelines, procedures, rules, and regulations and monitors compliance with state and federal regulations and agency policies.
  • Identifies and implements best practices and accountability measures.
  • Reviews budget information and approves expenditures.
  • May represent the agency at business meetings, hearings, conferences, seminars, work sessions, on boards, panels, or committees.
Requirements:
  • Knowledge of eligibility determination functions for health and human services programs administered by the Health and Human Services Commission.
  • Knowledge of local, state, and federal laws and regulations relevant to eligibility determination for health and human services programs.
  • Knowledge of human resource management, including knowledge of compensation, classification, performance management, and selection procedures.
  • Knowledge of office management principles and practices and administrative procedures.
  • Skill in analyzing and evaluating highly complex program and policy issues.
  • Skill in developing and managing a multiple function departmental budget.
  • Skill in communicating orally and in writing.
  • Ability to effectively direct and organize complex program activities with multiple organizations, sections, and geographic locations.
  • Ability to establish program goals and objectives that support the strategic operations of the Health and Human Services Commission as it relates to the delivery of eligibility services.
  • Ability to effectively identify problems and develop appropriate solutions.
  • Ability to evaluate alternatives and implement effective solutions.
  • Ability to evaluate complex policies and procedures and direct effective implementation of such policies and procedures.
Working Conditions:

The position will work under minimal supervision with extensive latitude for the use of initiative and independent judgment.
