The City of New York is looking for a procurement expert to join the ACCO Office as a Senior Procurement Analyst. The ideal candidate will possess substantial experience in municipal procurement processes and related administrative functions.This role involves assisting ACCO management with the review, assessment, and processing of various procurement documents and forms (including but not limited to Competitive Bids, Requests for Proposals, Intergovernmental Agreements, Task Orders, etc.) to ensure compliance with the City Charter, the Procurement Policy Board (PPB), and other regulations set forth by local, state, and federal authorities.
The candidate will utilize PASSPort and other citywide systems for the evaluation and processing of solicitation documents, bid and proposal submissions, and recommendations for contract awards, modifications, and registration packages.
Conducting research to identify the most efficient procurement strategies will be a key responsibility.Collaboration with staff from other divisions is essential to ensure that program and division requirements are met promptly.
The analyst will coordinate with personnel from various NYC and NYS agencies and represent the agency during public hearings. Additionally, the role involves assisting in the establishment of goals for Minority and Women-Owned Business Enterprises (MWBE), overseeing vendor responsiveness and responsibility processes, and supporting the development of strategies that enhance MWBE access to contracts. The analyst will manage inquiries related to vendor responsibility decisions or performance issues, lead meetings with vendors, compile information for pre-bid or pre-proposal conferences, and assist in negotiations regarding pricing. Other responsibilities may be assigned as necessary.Eligibility Criteria
- A bachelor's degree from an accredited institution and four years of relevant professional experience in purchasing, procurement, contract management, or a related area, with at least eighteen months in an administrative, managerial, or executive role supervising professional staff in these fields; or
- A combination of education and experience equivalent to the above. However, all candidates must possess the eighteen months of administrative, managerial, executive, or supervisory experience as outlined.
Possession of a recognized professional procurement certification may substitute for up to one year of the required experience. Nonetheless, all candidates must still meet the eighteen months of administrative, managerial, executive, or supervisory experience as specified.
