Position Overview

QinetiQ US is in search of a seasoned Senior Supply Chain Manager - Material Program Manager to support the Program Management Office (PMO) overseeing the OCONUS Aerostat Surveillance program. This initiative utilizes aerostat systems to deliver continuous surveillance and detection capabilities to U.S. Government clients and NATO Alliance nations.

Key Responsibilities

  • Oversee the preparation and management of subcontracts, task orders, and subsequent amendments.
  • Engage in negotiations for teaming agreements and strategic marketing alliances between the company and external entities.
  • Evaluate client solicitations received by the company and provide insights regarding outsourcing needs to the business management proposal team.
  • Conduct negotiations on pricing, terms, and conditions, analyze pricing structures, and draft subcontract documents.
  • Collaborate with subcontract partners to develop competitive proposals (cost and technical solutions) for assigned campaigns.
  • Monitor subcontractor performance, ensuring deliverables are met and invoices are processed appropriately.
  • Stay informed on all subcontract standards, plans, and policies.
  • Prepare and facilitate subcontract negotiations, ensuring compliance with legal requirements, customer specifications, and government relations.
  • Maintain communication with Program Managers and Supply Chain Managers regarding subcontract negotiation, preparation, and monitoring.
  • Disseminate information to relevant employees concerning subcontract status, compliance, modifications, deviations, negotiations, and terminations.

Preferred Qualifications

  • Bachelor's degree in Business Administration or a technical field, or equivalent experience, along with additional training in contract law, and seven to nine years of relevant experience in government supply chain or subcontract administration.
  • Ability to obtain and maintain NATO Secret Clearance.
  • Reports directly to the QinetiQ Supply Chain Director.
