Job Summary

This role plays a critical part in the design, development, and implementation of departmental processes and programs within the Human Resources department at the University of North Florida. The Assistant Director, Pay Leave Records, will oversee the administration of programs, policies, and procedures for a functional area within the department. This position requires strong analytical and computer skills, including proficiency in Microsoft Word and Excel, as well as the ability to interpret and verify State regulations, Florida Statutes, University policies, and federal laws.

Key Responsibilities
  • Administer programs, policies, and procedures for a functional area within the Human Resources department.
  • Develop and implement strategies and objectives to ensure departmental goals are met.
  • Design and deliver presentations, workshops, and educational/training materials.
  • Train and supervise work of staff, students, and volunteers as assigned.
  • Represent the Director in their absence.
  • Manage employee records and respond to subpoenas and public records requests.
  • Collaborate with ITS analysts to ensure system activities are completed timely.
  • Track faculty changes and assist with faculty job records with Academic & Student Affairs.
  • Review employment contracts to ensure payments adhere to contract terms.
  • Process moving and car allowances as well as transportation stipends.
  • Creates various payroll calendars for university constituent groups and publishing on HR webpage.
  • Responds to employee and departmental questions regarding pay and leave topics.
  • Resolves problems in functional area and recommends changes to address needs and provide better and more efficient service.
  • Assists director in the development, implementation, interpretation, and communication of University guidelines, policies, and procedures and compliance with Federal laws as they relate to pay and HR.
Requirements
  • Master's degree from an acceptable accredited institution in a directly related area of specialization and two years of experience directly related to the job functions.
  • Bachelor's degree from an acceptable accredited institution in a directly related area of specialization and four years of experience directly related to the job functions.
  • 8 years of direct experience.
Preferred Qualifications
  • Experience using IT tools and resources in the areas of budget, finance, payroll, and/or human resources.
  • Strong analytical and computer skills, including proficiency in Microsoft Word and Excel and report-writing software.
  • Familiarity with one or more functions within human resources such as recruitment, employment, payroll, benefits, and/or retirement.
  • Must be organized and have excellent oral and written communication skills.
  • Ability to interpret and verify State regulations, Florida Statutes, University policies, and federal laws (FLSA, IRS Code, etc.).
  • Prior experience working in higher education and knowledge of Workday highly desirable, in addition to supervisory experience.

Provides supervision to 3 HR Specialist Positions and 3 OPS File Room Clerks.

Supervision Received

Works under general direction based on established goals and objectives.

Level of Public Contact

Frequent contact with counterparts at other Florida universities; Auditor General; other external agencies.

Monetary Responsibility

There is no monetary/budgetary responsibility but consequence of error is significant in the area pay.

Policy-making and/or Interpretation

Assists in the development of policies and procedures.

Program Direction and Development

Assists the Director and AVP to coordinate the development, implementation, and interpretation of operating procedures for Pay and Leave processing and Records administration.

Confidential Data

Frequent access to confidential data and employee records (e.g. performance appraisals, workers compensation, FMLA medical records, sick leave pool, retirement information including tax deferred annuities).
