POSITION SUMMARY

The U.S. Space & Rocket Center is seeking a dedicated professional to join our team as an Assistant Chief Financial Officer. This role is pivotal in supporting the financial operations and ensuring compliance with various regulations while contributing to the overall fiscal health of the organization.

KEY RESPONSIBILITIES

Core Duties
  • Support the Accounting Department in its daily operations.
  • Ensure adherence to governmental policies, procedures, and applicable laws.
  • Assist in managing finance functions including payroll, investments, grants, financial reporting, and budget compliance.
  • Authorize payments from organizational funds.
  • Prepare and oversee advanced cost/benefit analyses, reports, and presentations; lead studies and management report preparations; ensure follow-up and monitoring processes are in place.
  • Contribute to the annual departmental budget preparation.
  • Assist in evaluating Requests for Proposals.
  • Draft reports on administrative practices or policy updates and provide recommendations.
  • Analyze year-to-date revenue and expenditures, identifying areas of concern.
  • Oversee the maintenance of inventory records.
  • Assist with the annual audit conducted by external auditors.
  • Collaborate on contracts and grants as assigned.
  • Act as a liaison with legal experts on matters of intellectual property and compliance with laws and regulations.
  • Work closely with department VPs to manage their respective budgets.
  • Review and approve expenditure requests.
  • Develop and revise policies and procedures as necessary.
  • Engage in the annual budgeting process, including forecasting and calculations.
  • Research new accounting standards and state laws to ensure compliance.
  • Assist with special projects, reporting, and analytical tasks.
  • Participate in training sessions and staff meetings as required.
  • Coordinate activities and resolve issues with other personnel.
  • Communicate with external parties including auditors, state officials, contractors, and vendors.
  • Engage in committee participation.
  • Contribute to maintaining a clean and safe work environment.
  • Perform additional duties as assigned.
  • Support strong fiscal stewardship through effective departmental policies and continuous improvement.
SUPERVISORY ROLE:

Under the guidance of the Chief Financial Officer, the Assistant CFO will assist in supervising departmental activities through various means including reports and observations.

TRAVEL REQUIREMENTS: Varies based on organizational needs.

QUALIFICATIONS

Education

· Bachelor’s degree in business, accounting, finance, public administration, or a related field is required.

Experience

· A minimum of eight years of progressively responsible experience in public finance, business management, or a closely related field.
  • Experience with ERP/Accounting Software is essential.
  • Intermediate proficiency in computer applications, including Excel, databases, and word processing is required.
  • Ability to identify complex issues and develop effective solutions.
  • Capability to foster a positive work environment where team members feel valued.
KNOWLEDGE REQUIREMENTS
  • Understanding of finance operations, management, and supervisory practices.
  • Familiarity with public finance principles, budgeting, accounting, auditing, and debt management.
  • Knowledge of administrative principles, including budget development and cross-functional team activities.
  • Awareness of relevant federal and state laws, local ordinances, and departmental policies.
  • Proficiency in financial research methods, statistical analysis, and report presentation.
  • Competence in utilizing financial software programs.
  • Skills in policy development and implementation.
  • Strong problem-solving and decision-making abilities.
  • Effective public and interpersonal relations skills.
  • Expertise in researching and preparing reports.
  • Exceptional verbal and written communication skills.
PREFERRED QUALIFICATIONS

· Experience or knowledge of state procurement and bidding processes is advantageous.

· Familiarity with state procurement laws and regulations is preferred.

· Knowledge of vendor management and contract negotiation is beneficial.

· Experience or knowledge of IT operations, including infrastructure and software is a plus.
  • Experience with payroll software is preferred.
  • Experience in drafting, reviewing, and implementing contracts is advantageous.
