The individual in this role acts as the Procurement Specialist for the Prosthetics & Sensory Aids Service (PSAS) within the Veterans Health Administration. This position is crucial for managing procurement activities across the VISN-6 area.

This role encompasses a multi-grade career ladder, with responsibilities that evolve as the employee gains experience. The following duties are indicative of the GS-6 performance level, with initial tasks at the GS-5 level being more limited in scope:
- Conducts procurements within the simplified acquisition threshold through competitive market procedures or via blanket purchase agreements under GSA Federal Supply Schedule contracts.
- Facilitates the acquisition of equipment, goods, and services using established methods, ensuring all necessary information is gathered to support purchase requests.
- Provides technical purchasing support in compliance with relevant directives and policies to procure patient-specific medical equipment and supplies.
- Evaluates requests to determine if they can be fulfilled through government sources or if commercial options are necessary, including preparing necessary documentation.
- Creates Requests for Quotation and identifies opportunities for vendor orientations or conferences prior to submission of bids.
- Solicits competitive proposals and actively seeks new vendor sources, assessing responses to bids and proposals.
- Maintains thorough documentation of all purchasing actions and prepares reports on procurement activities.
- Performs additional related duties as assigned.
The selected candidate may advance to the full performance level without further competition, contingent upon meeting all regulatory and performance criteria.
Work Schedule
Standard hours are Monday through Friday, 8:00 AM to 4:30 PM.
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of the announcement.
Time-In-Grade Requirement: Current federal employees must meet time-in-grade requirements for GS positions held within the past 52 weeks.
Specialized Experience: Applicants must possess one year of specialized experience equivalent to at least the next lower grade GS-04 for GS-05 positions, or GS-05 for GS-06 positions. Examples include administrative duties in healthcare settings, managing medical records, and assisting in specialized purchases for clinics.
Physical Requirements
The work is primarily sedentary but may require physical activity in inventory management settings. The incumbent may need to lift items weighing up to twenty-five pounds and navigate various environments as part of their duties.
