Position Overview

The Commissioning Operations Supervisor plays a crucial role in the pre-commissioning, commissioning, and initiation phases of assigned projects. As a key contributor to the success of Kiewit Corporation, you will serve as a field supervisor and may oversee multiple Foremen and craft personnel.

Your responsibilities will encompass the organization of work methods, scheduling, cost management, adherence to specifications, quality of workmanship, and allocation of tasks to ensure efficient project execution, either directly or through General Foremen or Foremen.

You will also strive to foster positive relationships with clients, architects/engineers, suppliers, subcontractors, and jobsite teams.

District Overview

Kiewit's Southern California District is a leader in infrastructure projects, specializing in heavy civil works that include earth moving, water/wastewater management, transportation, roadways, and energy projects. Most of our operations are concentrated in the Southern California region, with some projects extending to Hawaii.

Responsibilities

  • Develop and execute a schedule for startup testing and commissioning that aligns with the overall project timeline.
  • Supervise field teams and mentor junior superintendents.
  • Conduct daily safety meetings.
  • Enforce strict adherence to Lock-Out / Tag-Out Procedures (LOTO) and safety policies.
  • Review, develop, and implement testing procedures for components and systems.
  • Ensure compliance with all contractual obligations, including permitting.
  • Review and approve labor rates for Foremen, journeymen, and laborers.
  • Manage contract administration and facilitate communication through subcontractor and field management meetings.
  • Establish a program to maintain positive client relations involving onsite staff.
  • Provide technical expertise to support Factory Acceptance Testing (FAT), construction, commissioning, and interim operations.
  • Assist with initial energization, functional testing, and operation of plant systems.
  • Monitor the progress of specialized systems and report timely updates to management, along with assessments for potential improvements.
  • Ensure that original equipment manufacturers' work affecting plant operations meets regulatory and design standards.
  • Initiate and participate in meetings with clients for problem resolution and planning.
  • Oversee and approve monthly job cost updates and quarterly cash flow projections.
  • Review, approve, and negotiate change orders.
  • Develop and implement a plan for project completion and turnover.
  • Maintain a daily diary for record-keeping purposes.
  • Ensure timely performance evaluations for direct reports.
  • Recommend organizational, policy, procedural, or staffing changes as necessary.
  • Review and approve or reject promotions up to General Foremen.
  • Analyze and troubleshoot underlying issues, providing recommendations and guidance for timely and safe resolutions.
Qualifications

  • Extensive knowledge of water treatment plant operations, including troubleshooting and process improvement recommendations.
  • Strong mathematical skills and proficiency in MS Office Suite.
  • Proficient in English, with the ability to read, write, and comprehend effectively.
  • In-depth knowledge of equipment and operations is essential.
  • Capable of leading, communicating, and prioritizing effectively in various situations.
  • Maintain situational awareness during normal, abnormal, and emergency scenarios.
  • Over 6 years of experience in an Operations role, with a background in electrical, mechanical, instrumentation, or related fields preferred.
  • More than 5 years in a Management role, with prior experience in an Engineering office.
  • Strong oral and written communication, interpersonal, organizational, and analytical skills.
  • Familiarity with flow measurement, engineering practices, design methods, and calculations.
  • Proficient in PC, Windows, Office Software, and IT implementation.
  • Ability to read, interpret, and prepare relevant technical information. Knowledge of control systems and maintenance of PLC and PC-based control systems. Experience with mechanical equipment such as pipelines, valves, pumps, and other moving parts.

Base Compensation: $130,000 - $200,000
