Job Summary

We are seeking a skilled Public Health Nurse Program Manager to lead our dynamic medical team and support the success of our behavioral health programs. As a key member of our team, you will be responsible for managing several program/service area budgets, contracts, and compliance laws, rules, and regulations. You will also supervise licensed nursing and other licensed or non-licensed program staff, and plan and develop programs.

Responsibilities
  • Provide clinical oversight to the Medical Team and Nursing staff.
  • Support and oversee contracted psychiatrists and licensed mental health nurse practitioners.
  • Serve as the liaison between Medical Services Team and Adult & Child BH Program Managers.
  • Supervise Nursing staff and medical team support.
  • Assist with policy and procedure development, incident report reviews, and monitor OAR and ORS changes related to this scope of work.
  • Ensure compliance with insurance regulations, telehealth rules, and drug formularies.
  • Schedule the med team and address staffing issues.
  • Inventory and order medications and supplies.
  • Provide education and training, monitor BLS status for nurses.
  • Address complaints, medication errors, incident reports, and perform a root cause analysis.
  • Audit MARs.
  • Meet with staff regularly, document clinical supervision, and provide performance evaluations annually.
  • Responsible for direct services provided in assigned area; including service development; service delivery; compliance with payer requirements; staff workload.
  • Personnel management: including recruitment, hiring, performance evaluations, new employee orientation, disciplinary action, monitor nursing practice.
  • Familiar with licensing board requirements for all supervised licensed staff.
  • Utilize quality improvement process to improve services.
  • Provide administrative management; leave time approval; purchasing; risk management; employee safety; quality assurance.
  • Provides for team development, conflict resolution. Effectively manages change; serves as a role model.
  • Responsible for monitoring and negotiating contracts/grants and their performance.
  • Ensures EHR adoption among team, provides feedback to EHR team, and trains staff.
  • Participates in required trainings, meetings, and communications.
  • Participate in department or division committees as appropriate.
  • Monitors, develops, and manages budget.
Requirements
  • Bachelor's degree in a specific professional health field related to the position; AND
  • Three years of Registered Nursing (RN) experience, including one year of leadwork experience; OR
  • Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.
Knowledge, Skills, and Abilities
  • Comprehensive knowledge of nursing practice, population-based health, and continuous quality improvement.
  • Thorough knowledge of Tier 2 competencies for public health professionals (Public Health Foundation, 2014); principles in related public health services; State of Oregon Administrative Rules related to specialized public health service area(s); public health administration; health integration practices; supervision and performance management; leadership, wellness, team dynamics, and staff development; program planning and budgeting, fiscal management; organizational processes and design; and budget and grant preparation and administration.
  • Skills to negotiate, compromise, facilitate, problem solve, and provide conflict resolution; coach, mentor, and train individuals and teams; develop and implement policies and procedures; effectively communicate both orally and in writing.
  • Abilities to perform independently in a fast-paced, team-based environment; effectively provide leadership, guidance, and delegate to individuals and teams; lead and supervise other supervisory staff; interpret and apply pertinent provisions of Federal, State, and County statues, rules, and regulations related to the program services overseen; oversee service planning, coordination, utilization of resources, promote intended goals and outcomes; direct continuous quality improvement efforts; establish and maintain effective working relationships with employees countywide, clients, government agencies, community groups, partners, and the public.
Physical Requirements

Drives a motor vehicle in the performance of duties and to off-site meetings and trainings; uses depth perception; sits; stands; moves about the work area; lifts and carries up to 20 lbs. up to 300 feet; pushes and pulls up to 30 lbs.; moves carts weighing up to 50 lbs.; operates a keyboard; speaks clearly and audibly; reads a 12 pt. font; distinguishes colors and shades; hears a normal speech level; able to hear through stethoscope; may encounter cold when handling vaccines, may be exposed to heat; uneven and wet areas when leaving the building to attend meetings, chemicals if cleaning an area.

Marion County offers a generous benefits package to regular employees working 50% or more of the regularly scheduled work week and their eligible dependents. Temporary employees and part-time regular employees working less than 50% of the regularly scheduled work week are not eligible for benefits.
