REPORTING TO:
The Chairperson of the Board of Directors

AREAS OF RESPONSIBILITY:
The Chief Executive Officer (CEO) occupies the principal leadership role within the organization.

Under the governance of the Board and in alignment with the Agency's Constitution and by-laws, the CEO assumes full accountability for executing Agency policies, procedures, and regulations.

The CEO possesses the authority to oversee the execution of the organization's programs and services and is accountable for the leadership and performance of all Human and Financial Resources.


EDUCATION AND EXPERIENCE REQUIREMENTS:

  • A degree from an accredited university;
  • A minimum of three years of managerial experience in a non-profit organization (i.e., supervising staff, managing budgets, etc.);
  • Experience collaborating with a Board of Directors is advantageous;
  • A proven ability to lead, mentor, and support a multidisciplinary team;
  • Exceptional written and verbal communication skills in both French and English are essential;
  • Strong interpersonal, analytical, organizational, problem-solving, and judgment skills;
  • Familiarity with and/or experience in the Canadian Forces is essential;
  • Proficiency in various software applications and the ability to adapt to new technologies as they emerge.

KEY RESPONSIBILITIES

POLICY MANAGEMENT
  • Oversees the daily operations and priorities of the organization.
  • Researches, develops, and recommends organizational policies or amendments to existing policies.
  • Ensures compliance with the MFSP Privacy Code.
  • Supports board committees.
  • Acts as the approving authority for all program-specific policies and procedures.

PLANNING AND DEVELOPMENT
  • Accountable for both short-term and long-term operational and strategic planning.
  • Establishes specific organizational goals and outcomes, management practices, and program/service objectives, identifying necessary resources for achievement.
  • Engages with key stakeholders to ascertain the evolving needs and conditions of the community served by the organization.
  • Evaluates the implications of various plans, interprets diverse factors to address unique or complex situations, and formulates solutions to challenges.

PROGRAM MANAGEMENT
  • Develops a bi-annual strategy to address community needs as identified in the Community Needs Assessment.
  • Facilitates the research, planning, development, implementation, and evaluation of programs and services.
  • Ensures that programs and services align with Board priorities and adhere to organizational policies.
  • Leads the execution of the organization's programs and services.
  • Ensures that information management and administrative services effectively support the organization.
  • Capable of adapting to multiple and changing demands; works effectively with diverse individuals and situations, and adjusts priorities as necessary.
  • Incorporates community feedback into program development.
  • Promotes communication strategies that inform the community about activities and programs.

HUMAN RESOURCE LEADERSHIP
  • Responsible for the overall leadership and performance of all personnel.
  • Guides and facilitates the management team; accountable for their productivity and collaboration, ensuring full participation across the organization.
  • Models and sustains effective workplace management practices, including ongoing performance feedback, accountability, and shared information.
  • Mentors staff; ensures continuous professional development, cross-training, and succession planning.
  • Regularly visits all work areas to maintain open communication, accessibility, and a team-oriented environment.

OPERATIONS
  • Accountable for the leadership and productivity of all Agency operations through the management team.
  • Ensures effective workplace practices, emphasizing minimal bureaucracy, open information sharing, client service focus, and cost-effectiveness.
  • Responsible for the financial management of the Agency and its programs, conserving resources effectively.
  • Focuses on measuring successful outcomes rather than mere outputs.
  • Ensures compliance with all legislative and insurance requirements.

CUSTOMER SERVICE/PUBLIC RELATIONS
  • Ensures ongoing assessment of customer needs and the effectiveness of service delivery, maintaining high standards of customer service.
  • Maintains positive public relations; regularly engages in Agency events, visits stakeholders, and represents the Agency at various functions.
  • Facilitates connections between government, funding agencies, and the Agency's programs as needed.

BOARD/ADMINISTRATION LIAISON
  • Advises and informs the Board on all Agency matters to assist in establishing informed policy direction.
  • Ensures the Board receives well-documented agendas and reports, including alternative solutions and cost-benefit analyses where appropriate.
  • Provides ongoing financial reports to the Board, comparing actual expenditures to budgeted amounts and explaining significant variances.
  • Delivers management reports to keep the Board informed of major Agency activities.
  • Collaborates closely with the Board Chair to establish and review agenda items, follow up on Board decisions, and maintain open communication.
  • Ensures adherence to the overall policy direction established by the Board.
