Job Overview

POSITION SUMMARY

Under minimal supervision, this role involves a range of technical tasks related to the assessment of residential and personal property for the Franklin County Assessor's Office. The incumbent is responsible for determining and validating the market value of properties while executing various related responsibilities.

KEY RESPONSIBILITIES:

The following duties are not intended to be an exhaustive list of all responsibilities performed by employees in this role, but rather a representative summary of the primary functions and duties expected.

  • Utilizes mass appraisal software to assist in the evaluation, analysis, and computation of fair market value estimates for real estate.
  • Ensures the fair and equitable assessment of residential properties within the County for taxation purposes.
  • Conducts field inspections of diverse property types, including new and existing residential buildings, mobile homes, agricultural land, light commercial properties, and undeveloped land.
  • Assesses construction types, quality, and conditions of properties; verifies and documents land characteristics.
  • Performs physical inspections, measures structures, captures property images, and prepares property schematics.
  • Addresses inquiries from property owners and the public regarding the appraisal process, established values, and applicable laws governing property valuation.
  • Researches property sales data, including comparable sales, location trends, and potential changes affecting future property values.
  • Defends appraisal findings to property owners, tax representatives, legal professionals, and relevant authorities as necessary.
  • Maintains comprehensive appraisal records and documentation.
  • Performs additional duties as assigned.

WORKING CONDITIONS:

This position requires fieldwork, which may involve prolonged periods of sitting, entering and exiting vehicles, and traversing uneven terrain, with exposure to varying weather conditions. Office work is conducted in a standard office environment.

QUALIFICATIONS:

A high school diploma or GED equivalent is required, along with two (2) years of experience in property appraisal or real estate.

While not mandatory, possession of a valid Missouri Driver's License or specialized certifications may be necessary depending on the assignment.
