Job Summary

Key Responsibilities
  • Capital Improvements Planning: Oversee and facilitate the strategic direction and management of the Capital Improvements Plan, providing guidance to agencies in the development and execution of the CIP.
  • Technical Budget Assistance: Provide technical budget assistance to the Budget Director and City Administrator on the CIP, ensuring that financial and budgetary operations are aligned with the Mayor's priorities.
  • Project Management: Lead projects and programs, making draft recommendations to improve the District's outcomes and supervising the work of professional, technical, support, and operational staff.
  • Financial Analysis: Conduct and review financial analyses, recommending fiscally sustainable policy solutions and developing, recommending, and implementing budgetary policies affecting the financing and accomplishment of the capital programs.
  • Capital Reporting: Oversee the quarterly capital reporting process for current projects and prepare analyses for review by the Budget Director and the City Administrator.
  • Partnerships and Collaboration: Partner with the Deputy Budget Director to assign and prioritize work for the subordinate budget staff, and work closely with the Office of the Chief Financial Officer to ensure that District resources are used efficiently.
Requirements
  • Mastery Knowledge: Mastery knowledge of and experience in the planning of and/or execution of capital investments, and mastery knowledge and experience in developing capital planning documents.
  • Government Budgeting: Mastery knowledge of government budgeting, and all associated policies, directives, procedures, and regulations, to develop and provide advice and interpretations of legislation, policies, and precedents.
  • Problem Solving and Negotiation: Mastery knowledge of and skill in problem solving, negotiation strategies, and project management to conduct in-depth research and analysis, and mastery of management principles, procedures, and techniques of analysis and evaluation.
  • Leadership and Communication: Demonstrated skills and experience in providing leadership in a supervisory or team lead capacity, and excellent communication skills, with the ability to formulate written or oral presentations and prepare various required reports.
Security Clearance:

This position is deemed security sensitive, and the incumbent will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability – Security Sensitive.

Residency Requirement:

There is a legal requirement that each new appointee to the Excepted or Executive Service either be a District of Columbia resident at the time of appointment or become a District resident within one hundred eighty (180) days of appointment.
