Position Overview

The Program Manager will oversee, coordinate, and guide the comprehensive management and operational tasks outlined in the contractual agreement. This role demands a high level of contract oversight and administrative management to fulfill both quantitative and qualitative objectives. The Program Manager is tasked with ensuring that all contract stipulations are met at or above the established standards, while also striving for complete satisfaction among all stakeholders. Building and maintaining effective relationships with clients is essential to foster a mutually beneficial partnership with the Government.

Key Responsibilities
  • The Contractor is responsible for providing a fully qualified and experienced Program Manager for this contract.
  • Anytime a representative is designated in place of the primary position holder, the Contractor must inform the Government.
  • The Program Manager will hold full accountability for the overall execution of the contract.
  • This individual will act as the Contractor's authorized representative regarding all contractual, technical, and administrative services required under this agreement.
  • The Program Manager must be capable of making contractual decisions and committing their team within 60 minutes of a Government request.
  • All communications, work assignments, and technical guidance between the Government and the Contractor will flow through the Program Manager, who will serve as the primary point of contact.
  • During standard business hours, the Program Manager should be available within one hour for on-site meetings with the designated Government representative.
  • Outside of regular business hours, the Program Manager must be reachable within two hours after notification for on-site meetings with the designated Government representative.

Qualifications

To qualify for the Program Manager position, candidates must meet the following minimum requirements:

  • Possession of an industry-recognized certification in Program and/or Project Management or Facility Management.
  • A Bachelor's Degree in Facility Management, Construction Management, Business Administration, Engineering (Mechanical, Civil, Electrical, Structural), or a related field.
  • A minimum of 15 years of experience managing all facets of building operations, with at least 10 years in a contract of similar size and scope.

Demonstrated expertise in:

  • Managing facilities that are LEED certified.
  • Operations within U.S. Government facilities.
  • Development, maintenance, and reporting of facility and service metrics.
  • Contract negotiations, modifications, and other related contractual obligations.
