Job Description

We are seeking a skilled Proposal Manager to join our Proposal Operations team. As a Proposal Manager, you will lead and develop winning proposals by exceeding basic compliance requirements and creating compelling content. You will also be involved in business development and Pre-RFP activities, and will be rewarded for your contributions to our company's growth.

Key Responsibilities
  • Support pre-planning activities for targeted pipeline opportunities, including research, competitive analysis, and template creation.
  • Organize strategy and solutioning sessions with key team members.
  • Research and track targeted solicitations on government websites and databases.
  • Support development of slide decks for customer meetings.
  • Support RFI and Sources Sought responses to agencies of interest.
Proposal Development and Management
  • Lead the end-to-end proposal development process for active RFPs/RFQs, ensuring action items are completed and milestones are met.
  • Review and interpret Federal government solicitations, follow instructions, and assess proposal evaluation criteria.
  • Prepare and distribute proposal management artifacts, including detailed proposal schedules and compliant proposal outlines.
  • Communicate updates, activities, expectations, and timelines with internal and external team members.
  • Lead proposal development activities and team responsibilities through daily stand-up calls and regular proposal meetings.
Requirements
  • Bachelor's degree in English, Communications, IT, or a related field.
  • Strong understanding of the Federal Government contracting process.
  • Minimum of five years of experience with Federal pre-RFP activities and leading proposal development/management.
  • Solid history of successful proposals worked across Federal Government agencies and strong understanding of complex proposals.
  • Demonstrated experience leading prime Federal IT systems development opportunities greater than $30M.
Desired Qualifications
  • Relevant experience outside of proposal management that enriches proposal management capabilities.
  • Familiarity and experience using Slack for communication/collaboration.

eSimplicity supports a remote work environment operating within the Eastern time zone. Expected hours are 9:00 AM to 5:00 PM Eastern unless otherwise directed by your manager. Occasional travel for training and project meetings is estimated to be less than 5% per year.
