The specialist gathers and evaluates data regarding facility or equipment specifications, corporate or governmental regulations and guidelines, completion timelines, and execution viability.

This position requires effective communication with stakeholders both within and outside the department to clarify and interpret operational processes, practices, and protocols. Recommendations for system and process enhancements are expected. The role aims to meet operational objectives for specific programs and projects. Collaboration with architectural and engineering firms is essential in developing design criteria and preparing layout and detailed drawings. Responsibilities include preparing bid sheets, project justification documents, statements of work, and contracts for construction and facility acquisition. The specialist reviews and estimates design costs, encompassing equipment, installation, labor, materials, preparation, and other related expenses. Oversight of construction and installation is necessary to ensure compliance with established drawings, specifications, budget, and schedule. Additionally, this role may involve providing guidance, coaching, and training to other team members within the engineering domain.

Key Responsibilities:
Deliver construction management, architectural design, and code compliance support within the Comtec Consultants Facilities Management team.
Coordinate contractor activities and engage with clients to meet program requirements.

Typical projects encompass building renovations, capital infrastructure enhancements, equipment installations, and related site work to facilitate the relocation or expansion of personnel and assets in response to evolving business needs.

Responsibilities span all phases of project management, including requirement evaluation, cost estimation, scheduling, budget oversight, design supervision, construction management, and project closure.

This role is customer-centric, metrics-driven, and focused on value engineering, process efficiencies, and cost reductions.
Utilize the e3 business operating system to foster continuous improvement and operational excellence across all departmental aspects.

Manage multiple projects concurrently, holding sole responsibility for a range of projects while also supporting additional initiatives as a team member, engineering, or construction management resource.

Work in a diverse and dynamic environment, supporting numerous internal and external clients simultaneously.
Collaborate closely with Facilities Maintenance and Operations teams.
Assist in the formulation of capital and expense budgets for the organization.
Possess the ability to obtain a US security clearance.

Qualifications:
Bachelor's Degree with 6 years of relevant experience in Engineering or a related field, or a Graduate Degree with 4 years of relevant experience.
Preferred Qualifications:
Strong organizational, interpersonal, and communication skills (both verbal and written).
Experience in facilitating the design and execution of architectural, electrical, and HVAC systems.
Project management expertise combined with the ability to effectively collaborate with contractors, vendors, and team members.
Knowledge of applicable laws and regulations, including those mandated by OSHA, ADA, NFPA, NEC, EPA, and local Building Codes.
Proficiency in Microsoft Office, AutoCAD, MS Project, and Estimating software.
Experience working with engineering blueprints, process specifications, and building layouts.
Familiarity with both Design-Build and Design-Bid-Build project methodologies.
