Role Overview
The Financial Management Analyst III plays a pivotal role in coordinating and directing financial management, strategic planning, budgeting, reporting, accounting, and analytical functions within the Provost area management center.
This oversight encompasses 8 schools, 10 institutes and centers, and over 20 support units, auxiliary services, and strategic initiatives.
This position is integral to the Office of Provost Finance and Administration and reports directly to the Finance Director of Budget & Finance.
Key Responsibilities include administering and coordinating various financial management processes such as strategic, operational, capital, and multi-year planning. The role also involves facilitating accounting and compliance activities that require a high level of financial expertise.
The position entails executing complex and specialized tasks in financial and accounting operations related to diverse academic and support units.
Core Duties
Act as the primary liaison for designated units, representing the Provost office in various aspects of budget and financial oversight.
Specifically:
Budget & Finance (20%)
- Guide unit finance leads and business managers in complex financial analysis and budget preparation. This includes annual budgets, projections, and capital planning. Monitor performance against plans throughout the year and engage with senior academic and administrative officers to assist in the development of budget materials. Compile, analyze, and summarize financial data for annual budget presentations to senior leadership and participate in guiding discussions.
- Provide instruction and support to multiple units on adherence to financial policies and budget compliance. Collaborate with units to review monthly financial performance analyses, including budget variances and expense controls.
- Monitor and report on various funds supporting Provost priorities, including endowment and university funds. Collaborate with academic leadership to oversee fund sources and track commitments. Reconcile funding distributions monthly, quarterly, and annually.
- Support the annual closing process for the Provost management center, ensuring compliance with accounting policies. Review financial transactions and work with central administration to finalize year-end entries.
- Comprehend university accounting structures, including fund flows and reporting interactions. Provide guidance and training to finance and business managers to ensure consistent reporting practices.
- Serve as an expert on Duke systems, offering training and instruction to management center units as needed, particularly during budget preparation.
- Represent Provost Finance & Administration on special projects, serving as a liaison for academic units. Projects may involve process improvements, compliance audits, and financial reporting development.
- Complete workflow approvals for journal entries, vouchers, and travel expenditures in compliance with university policy.
- Assist the Finance Director in tracking policy exception approvals.
- Review and approve expense reports for Deans, Directors, and Vice Provosts reporting to the Provost.
- Supervise daily operations for business operations staff supporting select academic units.
- Manage security access to financial systems, acting as the primary contact with central administration.
- Assist the Finance Director with strategic oversight for centralized funding distributions, including those for strategic initiatives and academic priorities.
- Help create reporting for strategic funding and maintain compliance with all agreements.
- Assist in setting allocation targets for distribution to units.
- Perform additional duties and ad-hoc requests as assigned.
Familiarity with Duke systems and policies is advantageous. Proven success in staff supervision and performance management is desired. Ability to analyze and resolve complex issues is essential. CPA and/or MBA credentials are preferred.
Skills:
- Exceptional customer service skills with the ability to engage effectively with diverse groups.
- Ability to manage a high-volume workload while meeting deadlines.
- Substantial familiarity with academic programs within higher education.
- Proficient in financial systems, including Microsoft tools and integrated systems like Advanced Excel and SAP.
- Capable of working with large data sets and presenting insights to senior leadership.
- Excellent oral and written communication skills.
- Strong organizational, management, and administrative capabilities.
Minimum Qualifications
Education
A Bachelor's degree in Accounting, Finance, Economics, Business Administration, or a related field is required. CPA designation is desirable.
Experience
A minimum of six years of experience in financial management, general accounting principles, financial analysis, reporting, budgeting, and financial modeling is required, or an equivalent combination of relevant education and/or experience.
