About the Role

The City and County of San Francisco's Public Works Department is seeking a highly skilled and experienced Civil Engineer Principal to lead the construction management team under general direction.

As a key member of the Infrastructure Design and Construction Division, you will be responsible for overseeing the construction and inspection functions for projects such as roadway repaving, reconstruction, sewer construction, curb ramp installation, traffic signal setup, and streetscape projects.

Key Responsibilities
  • Lead the development and implementation of bureau goals, objectives, policies, and priorities.
  • Oversee and manage the construction and inspection functions for projects.
  • Monitor the bureau's overall performance, coach staff to develop and apply continuous improvement processes and strategies.
  • Participate in succession planning by preparing staff for new and challenging opportunities and assignments.
  • Ensure consistent practices of human resource management standards across the organization.
  • Support managers and supervisors in personnel management, conduct performance appraisals, and participate in corrective actions as needed.
  • Evaluate staff performance, optimize the use of personnel and resources, and develop action plans to enhance productivity and resolve morale issues.
  • Direct resource allocation to achieve timely outcomes and measurable goals within budget, adjusting plans and programs as necessary to address emerging needs while maintaining bureau priorities.
  • Assess the efficiency and effectiveness of the bureau's organizational structure, staff assignments, service levels, and administrative systems; identify and implement improvement opportunities.
  • Communicate regularly with executive management on bureau activities, coordinate with other City departments, and represent the department before legislative boards, external organizations, the mayor's office, and the media.
  • Participate in budget development by providing detailed justifications for proposals and initiatives, and closely monitor budget expenditures.
  • Provide executive management with updates on bureau and section activities.
  • Drive to meetings and work sites as required.
Requirements
  • Nine (9) years of verifiable professional engineering experience, of which six (6) years must be as a licensed professional engineer.
  • Possession of a valid California License as a Registered Civil, Electrical, Mechanical, Chemical or Traffic Engineer.
  • Experience managing large-scale projects exceeding $100 million with complexities involving multiple disciplines, facets, and agencies.
