Job Summary

We are seeking a highly skilled and experienced Senior Property Manager to join our team at the Housing Authority of New Orleans. The successful candidate will be responsible for managing the operations and maintenance of our properties, ensuring that they are operated in an efficient and cost-effective manner while providing high-quality housing for residents.

Key Responsibilities
  • Supervise and direct a team of administrative and maintenance personnel to ensure that all daily work orders, vacates, emergencies, and preventative maintenance functions are performed efficiently.
  • Market units and properties, conduct outreach to fill units, and respond to questions and explain housing and leasing options.
  • Assure tenant satisfaction by providing a high level of customer service, cultivating and maintaining partnerships with other HANO departments and local government agencies, and addressing resident complaints.
  • Assist with the development of the yearly operating budget and monitor property financial performance, ensuring that expenditures are accurately coded and submitted reports on variances.
  • Prepare and submit a variety of reports, records, and correspondence on matters pertaining to property management in a timely fashion.
  • Conduct and/or review annual and interim leasing recertifications to ensure tenant meets occupancy requirements, including applicable public housing, tax credit, and Section 8 guidelines.
  • Perform tenant accounting, authorize adjustments to tenant accounts, security deposits, rent changes, retroactive billings, maintenance charges, and late fees.
  • Send eviction notices to delinquent residents and follow up on these notices, providing adequate support documentation for the Authority's Legal Department to execute evictions for cause.
  • Supervise the organization and maintenance of property records and files, perform internal occupancy audits, and make corrections and adjustments as needed.
  • Prioritize maintenance work orders, develop and implement daily, weekly, monthly, and annual maintenance and preventive maintenance schedules, and order and maintain inventory of supplies.
  • Direct and supervise maintenance staff to ensure all daily work orders, vacates, emergencies, and preventative maintenance functions are performed and conduct inspections to ensure quality.
  • Assist with procurements procedures for professional services, support services, and other routine building services, ensuring that purchases are properly and timely carried out.
  • Ensure that billings for other services such as maintenance fees, utilities, and other charges are timely forwarded to finance for entry into the Tenant Data System.
  • Perform routine physical inspections of grounds and ensure that any identified deficiencies are promptly corrected, monitor conditions of the development to insure the health, safety, and security of the residents, guests, vendors, and employees.
  • Collect and submit data for insurance claims, follow up on repair work of damaged units, and associated tenant relocations.
  • Coordinate storm readiness activities at the property and implement other emergency protocol established by the Housing Authority.
Requirements

We are seeking a candidate with a Bachelor's degree in a related field from an accredited college or university and three to five years of relevant work experience in affordable housing property management, or an equivalent combination of education and experience.

The ideal candidate will have excellent communication and leadership skills, with the ability to work effectively with a diverse team and stakeholders. They will also have a strong understanding of property management principles, practices, and regulations, as well as experience with budgeting, financial management, and tenant relations.
