Job Details

This Senior Management Advisor position is crucial to the effective management of Directorate/Program operations. The selected candidate will provide expert advice and guidance to senior officials on program formulation, budgeting, planning, development, execution, and evaluation.

Main Responsibilities:
  • Define and implement CA office strategic plans, goals, and objectives, ensuring alignment with organizational design and position descriptions.
  • Develop and maintain CA office management processes and controls to ensure efficient program execution.
  • Work closely with stakeholders to develop and implement formal office-wide and unit-specific operating policies and procedures.
  • Negotiate and draft Memoranda of Agreement with partner policy offices to define program roles and responsibilities.
  • Lead the office-wide CA budget planning process and prepare detailed budget documents for submission to Congressional authorities.
  • Resolve complex program management issues, ensuring seamless delivery of support and services.
  • Provide regular briefings to senior US Department officials, intelligence community representatives, and Congressional members on program plans, management, operations, budget, and key issues.
  • Design, develop, and deliver comprehensive training curricula to enhance participant nations' skills and knowledge.
  • Select and establish relationships with participant nations, defining country-specific policy and training goals.
  • Acquire and distribute specialized equipment to support program objectives.
  • Coordinate contract development for specialized services and equipment provision, ensuring timely and cost-effective delivery.
  • Publish authoritative reports, papers, and documentation on program activities to inform stakeholders and decision-makers.
