Job Title: Procurement Specialist III or IV

Join the State of Colorado's Office of Economic Development and International Trade (OEDIT) as a Procurement Specialist III or IV. In this role, you will assist the Procurement Director with all aspects of procurement and contracting, ensuring compliance with state and federal laws, rules, policies, and guidelines.

Key Responsibilities:
  • Assist with review of discretionary purchase requests, issuing and awarding solicitations, and contract review and monitoring.
  • Work with program staff and vendors to clarify product or service needs and select appropriate procurement methods.
  • Develop solicitation documents, including Documented Quotes, Invitations for Bid, and Requests for Proposals.
  • Manage the entire solicitation process, including coordinating with program staff and vendors.
  • Coordinate applications for waivers or approvals to comply with state statutes, rules, and policies.
  • Draft, negotiate, review, and manage purchase orders and contracts.
  • Prepare necessary documents for contracts and purchase orders.
  • Modify and liquidate purchase orders and contracts in the State's financial system and OEDIT's CMS system.
  • Prepare reports using the State's financial system.
  • Research and maintain knowledge of state statutes, the Colorado Procurement Code, and federal laws, rules, and regulations.
  • Attend trainings to maintain familiarity with state best practices in procurement and contract management.
  • Manage records in the State Contract Management System and coordinate requests to add new vendors or manage existing vendor records.
  • Guide staff on OEDIT procurement policies and procedures.

Preferred Qualifications:
  • Experience in utilizing e-procurement or automated purchasing systems.
  • Experience using Salesforce.
  • Proficiency in G Suite productivity tools and Microsoft Office.
