Position Summary: The Compliance Operations Manager plays a pivotal role in supporting the upkeep of MCU's Compliance Management System. This position serves as a key resource on consumer finance legislation, regulations, and standards; proactively identifies opportunities for process enhancements or control deficiencies and facilitates necessary adjustments; assesses the adequacy of control measures or guides relevant business units in executing improvements; collaborates with external compliance advisors and vendors, as well as internal stakeholders, to ensure effective execution of the credit union's compliance initiatives and address member grievances. The Compliance Operations Manager may mentor junior staff to enhance their understanding of compliance, controls, and documentation practices while fostering strong relationships with various business units, senior leadership, internal audit, and regulatory bodies.

Key Responsibilities:

  • Assist in the development, implementation, and management of the Credit Union's Compliance Management System, which includes conducting relevant risk assessments, executing compliance monitoring and testing, and drafting/updating compliance policies and procedures.
  • Oversee external legal counsel and compliance vendors to effectively manage departmental resources.
  • Report and escalate compliance findings from reviews, member complaints, or audit/regulatory assessments while maintaining collaborative relationships with all Credit Union business lines to ensure compliance risks are identified and communicated prior to the launch of new or modified products and services.
  • Administer supplemental compliance training for applicable staff throughout the organization.
  • Review and assist in crafting responses to member inquiries and complaints.
  • Evaluate marketing materials for compliance with consumer protection standards.
  • Regularly report to the Senior Leadership Team by compiling compliance program information and providing detailed status updates for the Board and Senior Management to fulfill their oversight responsibilities, including industry trends and highlights.
  • Act as a liaison with examiners during compliance reviews and auditors during compliance assessments.
  • Engage in special projects and additional responsibilities as directed.
  • Analyze new laws, regulations, and guidance for their impact on business operations.
  • Supervise departmental staff responsible for compliance to ensure timely and effective execution of required functions.
  • Perform other duties as assigned.

Qualifications:

  • Bachelor's degree or equivalent combination of education and relevant compliance experience, with JD, CRCM, NCCO-NAFCU Certified Compliance Officer, and NACHA or similar certifications preferred.
  • Minimum years of experience in consumer compliance, ideally within a credit union setting.
  • Proficient in Microsoft Office applications, particularly Word, Excel, and PowerPoint.
  • In-depth knowledge of federal and state consumer compliance laws and regulations.
  • Strong research, project management, organizational, analytical, and problem-solving abilities.
  • Excellent written and verbal communication skills.
  • Ability to work independently with minimal oversight.
  • Strong interpersonal skills and a sense of urgency.
  • Effective prioritization, resource allocation, accountability, and results-oriented mindset.
  • Attention to detail and deadlines.
  • High ethical standards.

Core Competencies:

  1. Understanding of federal and state laws related to consumer protection, including but not limited to CRA, HMDA, FDCPA, FCRA, FACTA, E-SIGN, TCPA, SCRA, MLA, TILA, RESPA, SAFE Act, UDAAP, and various regulations.
  2. Ability to interpret and analyze laws and regulations.
  3. Capability to read, analyze, and interpret financial data.
  4. Effectively communicate compliance issues to the Compliance Officer and other stakeholders.
  5. Proficient in Microsoft Office, especially Excel.
