The Tulare County Public Works Department is in search of exceptional candidates for the role of: Senior Land Surveyor.

The Senior Land Surveyor position is a vital managerial role within the professional Land Surveyor series. As a registered professional land surveyor, you will bring extensive expertise and a thorough understanding of land surveying principles. Under the general guidance of the County Surveyor, you will oversee both direct and indirect supervision of professional land surveying staff and support personnel. This position builds upon the qualifications of the third level, offering a unique opportunity for further career advancement and professional development.

Typical Duties

Act as supervising engineer, guiding and assisting staff at various stages for a variety of projects. Conduct complex work related to right-of-way calculations and legal property descriptions. Provide insights on boundary disputes between the County and other property owners. Assist in the formulation of office and field standards. Prepare and assist in the preparation of the annual division budget. Assess staffing requirements, interview, select, and train new personnel. Review, approve, seal, and sign on behalf of the County, records of survey, parcel maps, subdivision maps, corner records, and other documents requiring approval by a Professional Land Surveyor.

Minimum Qualifications

Education: Equivalent to graduation from an accredited college or university with major coursework in geomatics engineering, land surveying, or a closely related field.

Experience: Four (4) years of progressively responsible experience.

Education and Experience Equivalency: Eight (8) years of progressively responsible qualifying experience in civil engineering or land surveying, including one year in a lead supervisory capacity, may be considered to meet the education and experience requirements.

Knowledge of: All phases of surveying and mapping, relevant laws, court decisions, federal and State regulations, and established procedures involved in performing or reviewing surveys. Surveying and mapping laws, and regulations affecting surveys and boundaries. Land records, legal land descriptions, coordinate systems. Project management, including documentation, survey and inspection requirements, public relations, contractor relations, and employee relations. Legal aspects of real property, rules of evidence, and their application to property ownership issues and adverse possession. Personnel management and supervision; cost analysis and budget preparation.

Skill/Ability to: Communicate effectively with individuals from diverse educational and socioeconomic backgrounds by respecting their beliefs, interpersonal styles, and behaviors. Operate modern office equipment, including computers and all applicable electronic devices. Delegate responsibilities, think critically, make decisions, and resolve conflicts. Plan and organize multiple survey projects. Administer surveying programs. Exhibit excellent communication and negotiation skills. Analyze and address administrative challenges. Adjust priorities based on agency or public needs, supervise complex and challenging surveys. Draft agenda items for scheduled Board of Supervisors meetings. Assist with policy formulation. Interview job candidates.

Evaluate employee performance. Approve work schedules for all subordinate functions and monitor ongoing work.

License or Certificate: Professional Civil Engineer or Land Surveyor registration issued by the California Board for Professional Engineers, Land Surveyors, and Geologists. Possession of, or ability to obtain, a valid California driver's license.

Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision, life, and long-term disability). This benefit is pro-rated and paid on a pay period basis (24 pay periods).

Health Insurance: A choice of PPO and HMO medical plans, including PPO and HMO dental plans, with dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).

Retirement: The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

Paid Holiday Leave: 12 set days and 1 personal holiday.

Vacation Accrual:

2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.

FLSA exempt employees accrue an additional 5 days of vacation per year.

Sick Leave Accrual: 12 days per year with unlimited accumulation, 48 hours of which may be used toward family sick leave.

Group Term Life Insurance: $10,000; Provided by Standard Insurance Company.

Long Term Disability Insurance: A Long Term Disability plan is provided, offering financial protection by paying a portion of your income while you are disabled. Provided by Standard Insurance Company.

Employees are covered by State Disability Insurance, with the premium paid by the employee.

Deferred Compensation: A voluntary deferred compensation plan is available.
