Supervisory IT Specialist

As a Supervisory IT Specialist with the Department of Energy - Agency Wide, you will serve as the Chief Information Officer (CIO) for SEPA, and as the principal advisor to senior leadership on the application of IT to improve business processes through implementation of Enterprise Architecture and IT planning procedures and the protection of SEPA's mission critical and essential IT systems through strengthened cyber security management and technical controls.
Key Responsibilities
Develop strategic, tactical, and capital information technology plans and processes and budgets to support SEPA's mission; collaborate and provide oversight for SEPA-wide information technology (IT) activities within SEPA's Headquarters Office; SEPA's 24x7 Operations Center; and the Southeastern Continuation of Operations (COOP) Site; define and implement policies, procedures and guidelines to ensure efficient and cost-effective information resources planning, acquisition and cyber/computer security in support of SEPA's mission.
Requirements
Must be a U.S. Citizen or National. This employer participates in the e-Verify program. Males born after 12/31/1959 must be registered for Selective Service. Suitable for Federal employment, as determined by a background investigation. May be required to successfully complete a probationary period. This position is designated as Emergency Essential. The incumbent must be able to obtain and maintain a Q level clearance which includes the ability to successfully pass an initial drug test and continuing random drug testing. Overtime may be required on short notice to include nights, holidays and weekends in support of related mission requirements. On-call (Emergency only) - The duties of this position may require the incumbent to be placed in a 24/7 on-call status during emergency situations. The incumbent must be able to obtain and maintain the required DOE/SEPA certification to serve as a Contracting Officer Representative (COR). Incumbent is required to submit a Confidential Financial Disclosure Report (OGE Form 450), upon entering the position and annually. This position requires the ability to operate a Government vehicle. The incumbent must be able to obtain and maintain Defensive Drivers certification and have a valid state driver's license. Defensive Driver's Training will be completed upon employment.
Qualifications
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-13] in the Federal service. Specialized experience for this position is defined as:
- Leading a team of IT professionals and/or Electronics Engineers to maintain an electric utility supervisory Control and Data Acquisition (SCADA)/Energy Management System (EMS).
- Leading a team in the implementation of information technology and compliance in support of an electric utility 24X7 Control Center environment.
