Position Overview:
This role is part of the Defense Civilian Intelligence Personnel System (DCIPS). Individuals in DCIPS roles are classified under the Excepted Service and must comply with U.S. Code, Title 10, alongside Department of Defense Instruction. This position is situated within the U.S. Army Intelligence and Security Command.
  • W0JAAA US ARMY COUNTERINTELLIGENCE COMMAND, acting as the Regional Chief Information Management Officer (CIMO).
Key Responsibilities:
- Conducting assessments of customer support performance to identify deficiencies and common issues related to equipment and software.
- Recognizing existing or potential problem areas and suggesting necessary corrective actions and preventive strategies.
- Offering technical support to regional personnel to ensure that future acquisitions align with the ACIC IM/IT strategy.
- Delivering a wide range of cybersecurity functions, including the design of hardware, operating systems, and software applications to meet cybersecurity standards.

Qualifications and Employment Conditions:

To qualify, candidates must meet the experience requirements detailed below. Experience encompasses both paid and unpaid work, including volunteer activities through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Your resume must clearly outline your relevant experience; if qualifying through education, your transcripts will be required as part of your application.

Evaluation will be based on your competency in the following areas:

  • Information Assurance
  • Information Systems/Network Security
  • Systems Testing and Evaluation

To qualify based on experience, your resume must detail at least one year of experience that has prepared you for this role.

Specialized Experience: This is defined as experience providing comprehensive IT support to all assigned customers within the region; assisting and guiding in troubleshooting automation issues; providing direction during Staff Assist Visits (SAVs) and Command Inspections (CIP) for Field Offices (FOs) and Regional Activities (RAs); and representing the region at planning meetings and conferences.

This definition of specialized experience typically reflects work performed at the next lower grade/level position in the federal service (GG/GS-12).

Basic Requirement for IT Specialist (INFOSEC/CUSTSPT): In addition to the specialized experience listed above, your resume must demonstrate Information Technology-related experience showcasing each of the four competencies defined:

  1. Attention to Detail: Thoroughness in performing work and conscientiousness in attending to detail.
  2. Customer Service: Engaging with clients and customers to assess their needs, provide information or assistance, resolve issues, or meet expectations; knowledgeable about available products and services; committed to delivering quality products and services.
  3. Oral Communication: Effectively expressing information to individuals or groups, considering the audience and nature of the information; making clear and convincing presentations; listening to others and responding appropriately.
  4. Problem Solving: Identifying problems; determining the accuracy and relevance of information; using sound judgment to generate and evaluate alternatives and make recommendations.

Some federal positions allow for the substitution of education for the required experience; however, for this role, you must meet the qualification requirement through experience alone—no substitution of education for experience is permitted.

Additional Information: Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. Proof of U.S. Citizenship is required. Direct Deposit of Pay is mandatory.

All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission-essential functions as determined by management. Candidates must be able to obtain and maintain a top-secret security clearance.

Incumbents (or Selectees) are required to satisfactorily complete the appropriate training and obtain the necessary certification/recertification for this position as outlined in DoD Publication M Information Assurance Workforce Improvement Program.

This is a Digital Technology Career Field (CF) position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement.

Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest.

When performing a Civilian Permanent Change of Station (PCS) with the government, the Internal Revenue Service (IRS) considers the majority of your entitlements to be taxable.

Hawaii is classified as an OCONUS (Non-Foreign Area) location, which does not provide a housing allowance but currently has a COLA rate.
