Position Summary

Pennsylvania Western University is in search of a dynamic and experienced financial leader to fill the role of Chief Financial Officer and Vice President of Finance and Administration. This executive position reports directly to the University President and is pivotal in steering the financial strategy and operational management of the institution.

Key Responsibilities:
  • Oversee the operations of Fiscal Affairs, including Accounting, Accounts Payable, Financial Planning, and Student Accounts, as well as Human Resources and Information Technology Services.
  • Serve as a vital member of the President's Cabinet, contributing to the overall financial governance of the University.
  • Direct the annual budgeting process in alignment with the University’s Strategic Plan, ensuring effective monitoring of budgetary performance.
  • Maintain transparency and accountability to various stakeholders, including governing boards, faculty, and administrative unions.
  • Collaborate with the PASSHE Office of the Chancellor to develop and implement sustainability initiatives for the University.
  • Innovate strategies to optimize space utilization and engage third-party partnerships to enhance revenue and reduce costs.
  • Guide workforce planning and provide expertise on labor relations and collective bargaining agreements.
  • Manage procurement processes and ensure compliance with applicable policies and regulations.
  • Represent the University in governance groups related to financial management.
Operational Duties Include:
  • Design and implement financial and administrative policies and systems to support University operations.
  • Provide leadership to senior managers to ensure the efficient functioning of the Finance and Administration Division.
  • Oversee accounting, budgeting, compliance, financial reporting, risk management, and auditing functions.
  • Administer cash management and investment strategies, including financing for equipment and facilities.
  • Coordinate with the Student Accounts and Financial Aid Office to manage federal, state, and institutional resources.
  • Supervise billing and collection processes for tuition and fees, developing effective payment strategies.
  • Ensure comprehensive management of the University's physical infrastructure and facilities.
  • Lead the development of capital funding requests and oversee campus maintenance and land acquisition.
  • Direct the planning and operations of the University’s Information Technology Services and Human Resources Office.
  • Facilitate shared services initiatives related to procurement and human resources.
Qualifications:

Required Education:
Master’s Degree in Business Administration, Finance, Management, Accounting, or a related field is essential.

Experience:
A minimum of ten years of progressive management experience in financial and administrative roles within a complex organization is required.
