Job Summary

We are seeking a highly skilled Environmental Consultant to join our team at Barr Engineering Co. in the Intermountain West region. As an Environmental Consultant, you will play a key role in assisting with the management of state permitting and federal environmental review opportunities across the United States.

Key Responsibilities

  • Assist with the management of state permitting and federal environmental review opportunities
  • Work with clients to identify, scope, and manage environmental review, permitting, and compliance projects
  • Provide technical advice and support to clients
  • Build and maintain relationships with clients
  • Work with federal, state, and local government officials, non-governmental organizations, regulatory staff, resource managers, and other industry representatives
  • Support business development activities
  • Manage and support the development of state and federal-level environmental review documents and permit applications
  • Work with multidisciplinary teams to prepare National Environmental Policy Act (NEPA) documents and other environmental regulatory reporting documents

Requirements

  • Bachelor's degree in environmental engineering, environmental science, environmental policy, natural resources management, or a related field
  • 5-10 years of experience directly related to environmental review and permitting projects
  • Proven ability to lead, organize, and direct multidisciplinary teams
  • Knowledge of and experience with NEPA and state-equivalent regulations and processes
  • Knowledge of and familiarity with federal and state regulatory agency staff, resource managers, and other government officials
  • Experience working in a fast-paced, deadline-driven environment
  • Strong oral and written communication skills and the ability to communicate in a consultative manner with project team members and clients
  • Demonstrated skills and abilities in negotiation, problem-solving, attention to detail, accuracy, and producing high-quality deliverables
  • Self-initiative and motivation with an emphasis on client service
  • A flexible working style and willingness to occasionally modify personal schedule as required to meet project deadlines and/or client needs
  • Willingness to travel and work out of town
  • Possession of a valid driver's license and acceptable driving record
  • Legal authorization to work in the United States without the need for sponsorship from Barr, now or in the future

Preferred Qualifications

  • Recent experience with environmental permitting/consulting in the intermountain west
  • Experience managing environmental review and permitting projects at state (where applicable) and/or federal level; experience with Bureau of Land Management is preferred
  • Experience and/or familiarity with the following regulatory programs and permitting requirements: water appropriations, CWA permitting (Sections 401, 402, and 404), threatened and endangered species (Section 7 compliance), cultural resources (Section 106 compliance), state and federal
  • Developed relationships with federal and Western states' regulatory agency staff, resource managers, and other government officials
  • Experience working as a third-party contractor on federal Environmental Assessments and/or Environmental Impact Statements
  • Ability to process complex or rapidly developing information to extract key issues and implications and develop appropriate strategies
  • Experience training and mentoring staff

Location

This position can be based out of Barr's Durango, Denver, Fort Collins, or Wheat Ridge, Colorado; Albuquerque or Farmington New Mexico; or Salt Lake City Utah offices. Remote arrangements will be considered based on candidate qualifications, location requirements, and Barr's needs.
