Key Responsibilities
  • Oversee the entire purchase order lifecycle, including the preparation, review, tracking, and processing of orders.
  • Act as a liaison between business stakeholders and technical teams during significant technology procurement initiatives.
  • Facilitate and lead procurement meetings, including project kick-offs, post-award discussions, and evaluation sessions.
  • Create and manage solicitation documents, contracts, and amendments by assessing bids and negotiating favorable contract terms.
  • Ensure effective vendor management by distributing bid invitations and maintaining strong relationships with suppliers.
  • Monitor adherence to purchasing policies, guidelines, and regulations.
  • Keep informed about current purchasing laws and regulations to ensure compliance.
Candidate Qualifications
  • A minimum of 8 years of experience in purchasing and procurement.
  • Comprehensive understanding of Texas procurement laws and Department of Information Resources (DIR) policies.
  • Excellent communication and collaboration skills across various teams.
  • Proven experience in leading IT procurement processes and negotiating contracts.
  • Proficient in Microsoft Word and Excel applications.
  • Knowledge of security policies and procedures is essential.
  • Certification as a Contract Texas Developer (CTCD) is advantageous.
  • Familiarity with Microsoft Teams, SharePoint, and the CAPPS Purchasing Module is preferred.
