Senior Budgeting Analyst

The Research Foundation for Mental Hygiene is seeking a highly skilled Senior Budgeting Analyst to join our team in the New York State Office of Mental Health (OMH) New York City Field Office. As a key member of the Fiscal Unit, you will be responsible for administering over 250 contracts with community-based organizations and hospitals for Mental Health programs.

Key Responsibilities:
  • Manage the review and approval of OMH NYC Field Office direct contracts, ensuring timely processing and compliance with program and spending guidelines.
  • Collaborate with OMH Central Office and provide assistance to providers, county, and other Field Office staff on fiscal/contract-related initiatives and concerns.
  • Review one-time/emergency property-related requests, leases for licensed residential programs, and property cost worksheets.
  • Assess Requests for Proposals and provide recommendations.
  • Work with NYC DOHMH on State Aid Letter and County Allocation Tracker issues.
  • Review and comment on budget sections of Prior Approval Reviews for OMH licensed programs.
  • Monitor provider requests in the OMH Mental Health Provider Database.
  • Participate in special projects and meetings as required.
Requirements:
  • A baccalaureate degree from an accredited college with two (2) years of satisfactory full-time professional experience in working with budget estimation, justification, grant, or financial administration of a public or private entity.
  • A master's degree may be substituted for one (1) year of the required experience.
Preferred Qualifications:
  • Strong knowledge of Microsoft Office Suite, especially Excel.
  • Experience in government budgeting, fiscal analysis, and budgetary oversight.
  • Knowledge of government contracting/procurement processes.
