About the Role

OCT Consulting, LLC is seeking a highly experienced Senior Contract Specialist to join our team. As a key member of our acquisition team, you will be responsible for managing the full life cycle of contracts, from pre-award to post-award, and ensuring compliance with federal regulations.

Key Responsibilities
  • Perform full life cycle contract management, including contract planning, solicitation, award, and administration.
  • Assist contracting officers with drafting contract documents, including base contracts, modifications, and purchase orders.
  • Ensure acquisition plans, synopses, and procurement planning conferences include necessary information for successful contract awards.
  • Prepare Pre- and Post-business clearances for acquisition to document contract files.
  • Provide oral briefs to customers on proposed acquisition cycle award processes.
  • Serve as a liaison between program offices and contracting personnel.
  • Work with program managers to ensure compliance with procurement policies, processes, regulations, and procedures.
  • Support multiple purchasing actions in a fast-paced environment.
  • Maintain working knowledge of the Federal Acquisition Regulation (FAR) and agency supplemental regulations.
Requirements
  • 10+ years of federal acquisition experience.
  • Bachelor's degree in a relevant field, such as accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organizational management.
  • Ability to pass a federal background check for facility access.
  • Knowledge of the Federal acquisition process and applicable laws and regulations.
  • Strong background in acquiring commercial supplies and/or services for the Federal Government.
  • Experience as an 1102 in the Federal Government is highly desirable.
  • Experience working in support of the Internal Revenue Service or Department of Treasury is highly desirable.
  • Experience with major contract writing systems is highly desirable.
  • DAWIA /FAC-C and CFCM or CPCM certifications are highly desirable.
