POSITION SUMMARY: The Program Operations Manager will lead the SAMSHA grant-funded GBHI initiative, ensuring effective management of daily operations, supervising program personnel, and tracking program outcomes. This initiative aims to assist communities in enhancing and expanding treatment and recovery support services for individuals, including youth and families, facing homelessness due to substance use disorders or co-occurring mental health and substance use disorders. Additionally, the program provides essential housing resources.

KEY RESPONSIBILITIES

Leadership and Supervision

  • Oversee housing specialists and substance use counselors in delivering comprehensive services.
  • Conduct weekly individual supervision and biweekly group sessions for staff and interns.
  • Collaborate with the Director to provide clinical supervision to housing staff, both individually and in group settings.
  • Deliver direct services to tenants during staff shortages due to vacancies or absences.
  • Manage the overall execution and administration of the Grants for the Benefit of the Homeless Individuals (GBHI) program, including outreach efforts to increase program participation and monitoring of staff and deliverables.
  • Guide the identification and prioritization of the homeless population for behavioral health services.
  • Oversee the collection of baseline and ongoing program data, including outcome assessments.

Service Delivery and Referrals

  • Supervise clinical and concrete referrals, encompassing outreach and street outreach initiatives.
  • Utilize Motivational Interviewing, Harm Reduction, Trauma-Informed Care, and Contingency Management techniques to counsel clients.

Supervise the evaluation of clients' medical, behavioral, and substance use needs, functional capabilities, concrete necessities (e.g., housing, financial, legal), social and familial support, language and immigration challenges, and barriers to accessing care.

Case Management and Evaluations

  • Ensure that all client assessments and service plans are comprehensive, client-focused, and completed promptly.
  • Conduct intakes, assessments, and treatment planning. Assign cases and responsibilities as necessary.
  • Supervise program staff and complete all required reports on a monthly basis and as needed.
  • Guarantee that all services are delivered in a culturally and linguistically appropriate manner.
  • Conduct annual and ongoing mental health evaluations for tenants.
  • Possess expertise in chemical dependency evaluations and the treatment planning process.

Program Coordination and Community Engagement

  • Participate in departmental and program meetings, including weekly team gatherings and monthly tenant discussions.
  • Effectively utilize tools such as safety plans, community meetings, psycho-education groups, team discussions, red flag reviews, treatment planning conferences, and self-care strategies to foster a nonviolent and trauma-sensitive environment.
  • Engage in outreach to shelters, probation offices, and correctional facilities to enhance program visibility.
  • Dedicate up to 50% of your role to outreach activities.

Additional Responsibilities

  • Perform other duties as assigned based on program requirements.
  • Be prepared to work outside of regular hours, including evenings and weekends, as necessary.

QUALIFICATIONS:

  • EDUCATION: A Master's degree in social work, Mental Health Counseling, or a related field is required.
  • Current licensure as NYS LMSW/LCSW/LMHC/LCAT is mandatory.

EXPERIENCE:

  • MINIMUM: 2 to 4 years of supervisory experience is required.
  • MINIMUM: 1 year of experience providing services to individuals experiencing homelessness and substance use issues.
  • Proven expertise in working with individuals with psychiatric conditions.
  • Experience in community-based settings and a strong understanding of available community resources.
  • Exceptional written and verbal communication skills.

PREFERRED QUALIFICATIONS:

  • Proficiency in Microsoft Office Suite, including Outlook, Word, Excel, and PowerPoint.
  • Bilingual candidates are highly encouraged to apply, with Spanish and Haitian-Creole being preferred.

LICENSURE: NYS LMSW/LMHC is required.
