Job Overview

The Safer Foundation is dedicated to supporting individuals with arrest and conviction histories. We provide a comprehensive range of services, including case management, educational training, and advocacy, aimed at equipping individuals for successful employment.

Position Summary: The Program Manager will report directly to the Director of Supportive Reentry Services and will be instrumental in the operational success and growth of Safer's Supported Employment initiatives. This role is crafted to ensure the effective integration of employment services into the treatment and recovery strategies for individuals who are unemployed or pursuing training, particularly those with arrest or conviction records. The Program Manager will oversee the daily functions of the Supported Employment program, foster the expansion of Safer's employer partnerships, supervise employment specialists, and collaborate with both internal and external stakeholders.

Key Performance Indicators:

The role is considered successful when all essential duties and responsibilities are fulfilled in alignment with Safer's core values.

Primary Responsibilities:

Stakeholder Engagement and Service Delivery:

  • Manage a caseload of up to 15 individuals as necessary, especially during program initiation or peak demand periods.
  • Act as the main liaison for coordination with internal departments and external partners.
  • Maintain regular communication with clinical supervisors to integrate services, resolve program issues, and advocate for employment opportunities.
  • Participate in relevant committees and stakeholder forums to address workforce challenges affecting behavioral health and justice-involved populations.
  • Conduct regular team meetings, develop collaborative processes, and eliminate barriers to enhance program effectiveness.
  • Proactively monitor and address performance with corrective actions and training as required.

Outreach and Recruitment:

  • Assist in the planning and implementation of the supportive employment framework within Safer's Counseling and Wellness Center.
  • Provide direct supervision and support to employment specialists, fostering their professional growth and development.
  • Facilitate weekly supervision meetings to review client cases, coordinate with the treatment team, and tackle any programmatic challenges.
  • Educate and engage employers about the program, enhancing community and employer involvement.
  • Manage the process of connecting individuals referred for substance use treatment to employment opportunities.
  • Oversee the assignment of new referrals to employment specialists and ensure effective one-on-one client engagement.
  • Collaborate with other department coordinators and workforce development partners to facilitate program integration and support.

Documentation, Tracking, and Reporting:

  • Work with partners and treatment staff to incorporate employment objectives into clients' treatment plans.
  • Monitor client files, coordinate case management, and ensure effective transitions and discharges.
  • Collaborate with the Director to establish performance expectations for specialists and track program outcomes.
  • Develop and analyze programmatic and fiscal reports to assess and enhance program performance.
  • Ensure compliance with best practice models and federal assessment requirements for supportive employment programming.
  • Facilitate the development, training, and periodic review of processes and procedures, continuously seeking to enhance knowledge and practices in the field.

Required Qualifications:

  • Strong understanding of supportive employment models and workforce development strategies.
  • Excellent interpersonal and communication skills, with a proven ability to build and maintain relationships with diverse stakeholders.
  • Ability to manage multiple tasks and priorities in a dynamic environment.

Education and Experience:

  • Bachelor's degree in Social Work, Human Services, Business Administration, or a related field with equivalent experience of 4+ years.
  • Demonstrated experience in program management, particularly within employment services or substance use treatment contexts.
  • Experience with data analysis, reporting, and program evaluation.
