Job Summary

The Digital Democracy Lead will provide technical direction for all activities supporting engagement of civil society and citizens in democracy and human rights issues involving technology.

They will support local and regional civil society organizations to promote respect for human rights obligations across the digital ecosystem.

The ideal candidate will have a strong background in digital governance, technology, and human rights, with experience in managing dynamic teams and collaborating with diverse stakeholders.

Key Responsibilities:

  • Lead a team of technical experts supporting activities engaging and strengthening civic actors to monitor, advocate, and influence the government and private sector with relation to digital technologies intersecting amongst democracy and human rights issues.
  • Promote collaboration and learning initiatives through engagement with global or regional networks of civil society actors.
  • Support monitoring, advocacy, and reporting of technology facilitated human rights violations; conduct digital security audits; and strengthen community emergency response teams, hotlines, and/or other forms of rapid support to civic actors experiencing cyberattacks.
  • Work with communications professionals to develop public information campaigns.
  • Coordinate trainings with civil society actors to strengthen their digital security capabilities.
  • Coordinate information sharing and learning sessions across civic actors to facilitate innovative approaches to the promotion of rights-respecting practices and accountability for protecting human rights.
  • Manage the project budget, including expenditures and allocation and/or reallocation of funds as necessary for the accomplishment of project goals.
  • Ensure timely delivery of program inputs, deliverables, and reports.

Requirements:

  • Bachelor's degree in computer science, science technology, international relations, political science, economics, or a related interdisciplinary field with a minimum of eight (8) years of experience supporting development activities (USAID-funded activities preferred).
  • Master's degree preferred.
  • Experience managing dynamic, flexible teams, preferably on global projects.
  • Demonstrated ability to build relationships across technical sectors including technology, cybersecurity, and digitalization, in both the public and private sectors, to improve democratic practices worldwide.
  • Experience engaging and collaborating with digital technology-related civil society organizations, professional associations, independent oversight bodies, activists, and/or the private sector.
  • Experience working in a civil society organization focusing on advancing digital transparency, accountability, or security strongly preferred.
  • Demonstrated familiarity with the work of global and regional technology and democracy multi-stakeholder networks and coalitions preferred.
  • Experience engaging and working with government actors and the private sector.
  • Prior experience facilitating learning sessions or information exchange sessions.
  • Deep understanding of pertinent developments and issues across democracy and human rights-related frameworks, laws, and policies. Experience focused on intersection amongst digital technology and knowledge of government regulatory frameworks preferred.
