Job Description

CornerBrooke LLC is seeking a highly skilled Staffing Specialist, Associate to join our team. As a Staffing Specialist, Associate, you will play a critical role in supporting the HRROC with various onboarding activities.

Key Responsibilities
  • Extend offers of employment to selected candidates within the guidelines of Office of Personnel Management (OPM) compensation policy.
  • Draft Tentative and Final offer letters to selected candidates.
  • Request employment records through electronic Official Personnel Folder (eOPF), OPF, and Standard Form (SF) 75 data from losing agency for transfer employees.
  • Respond to Applicant inquiries regarding job announcements.
  • Review, prepare, and code Accession SF-52's per the OPM Guide to Processing Personnel Actions (GPPA).
  • Compute Service Computation Dates (SCD) for leave, retirement, Thrift Savings Plan (TSP), and Reduction-in-Force (RIF) on each new employee.
  • Review and process Accession SF-52's, Transfers, Promotions, Conversions and Reassignments utilizing EmpowHR.
  • Execute a wide range of HR Information Systems, data bases, and retrieval methods to provide data for reporting purposes.
  • Track all new hires and coordinate with the federal HR specialist and security office.
  • Update data bases to include case closeouts of uploading SF50 actions and final Entry on Duty (EOD) paperwork.
  • Support high-profile and high-volume delegated examining and merit promotion recruitment activities for various agencies.
  • Apply operational staffing experience in completing job analyses in coordination with hiring managers.
  • Post job announcements on USAJobs.
  • Follow the project-specific standard operating procedure (SOP) for rating and ranking candidates.
  • Review documentation and adjudicate veterans' preference prior to assignment of preference on the final referral list.
  • Verify eligibility claims for merit promotion referral by reviewing supporting documents for proof of items including status, tenure, time-in-grade, interchange agreements, and/or Veterans Employment Opportunity Act (VEOA) eligibility.
  • Verify eligibility claims for noncompetitive referral by reviewing supporting documents for proof of items including status, time-in-grade, 30% or more disabled veteran status, Peace Corps status, Vista status, and/or military spouse status.
  • Verify eligibility claims for Schedule A referral by reviewing supporting documentation, and verify eligibility claims for other hiring authorities.
  • Prepare competitive, merit promotion, excepted service, and/or noncompetitive certificates/referral lists electronically in accordance with merit system principles and delegated examining procedures; may include category rating certificates and non-traditional certificates such as Direct Hire authority referrals.
  • Provide written notification to all applicants at the key touch points in the application process (application received, application assessed for qualifications, and application referred/not referred) and answer applicant inquiries regarding application procedures.
  • Audit returned certificates and send disposition notices to non-selected candidates.
  • Maintain examining casefiles, including job analysis documentation, in accordance with agency records retention schedules.
  • Answer applicant phone calls and respond to written correspondence.
  • Work as a part of a team, train and mentor HR Assistants, and quality review work.
  • Use multiple automated staffing systems, as required.
Requirements
  • Minimum of 3 years of experience with 1 year of recent specialized experience in Federal onboarding and staffing activities.
  • Experience using personnel data systems such as the National Finance Center (NFC) and/or Federal Personnel Payroll System (FPPS).
  • Bachelors degree required.
  • Prior coding and processing of Accessions utilizing a Front-End System Interface (FESI), e.g. EmpowHR, HR Connect, Capital HR (CapHR) (EHRP) preferred.
  • Apply and interpret Federal HR laws, policies, and agency specific operating procedures.
  • Attention to detail, data quality and data integrity.
  • Must be skilled in the use of Microsoft Office Suite (Word, Excel, PowerPoint).
  • Obtain and maintain government required security clearance required.
  • Must be very organized and have communicate clearly in writing and orally.
  • Must be able to obtain and maintain the government-required security clearance.
  • Ability to handle high-priority and a high volume of assignments in a production-based environment.
  • As a condition of employment, you must be able to obtain and maintain an active DEU certification.
  • Active OPM Delegated Examining certification highly desired; USA Staffing Upgrade experience is desired.
  • Must be able to obtain and maintain DEU certification.
