Key Responsibilities:

Overseeing projects through the Locally Administered process which will encompass:
  • Educating local entities on project administration and guiding them through the process
  • Conducting field and scope assessments in diverse locations (roads, bridges, former railway lines, cross-country areas, structures, marine vessels)
  • Gaining insights into environmental Right-of-Way
  • Drafting legislation and agreements
  • Reviewing plans
  • Evaluating sale and award documentation

  • Conducting construction evaluations
  • Processing invoices
  • Finalizing project closeouts
  • Familiarizing with Ellis and other software utilized by the Ohio Department of Commerce

Detailed Position Overview:

Independently oversees intricate projects (e.g., new locations, new alignments, multilane and/or bidirectional reconstruction, significant structures) by creating comprehensive drawings using engineering principles (e.g., structural steel design, structural concrete design, hydraulic design, geometric design, statistical analysis, cost analysis) and personal computing tools (e.g., Computer-Aided Design & Drafting (CADD)) for the development of construction project plans. Generates internal plans and/or suggests modifications to consultant plans. Conducts evaluations of highway and bridge construction plans, contracts, and cost estimates to ensure technical precision. Performs field evaluations to assess land characteristics that may influence project design. Coordinates and requests fieldwork as necessary. Under the guidance of a senior engineer, assists in executing necessary geometric and analytical calculations; computes quantities. Ensures timely and accurate updates of management information systems (e.g., Ellis, Transportation Management System (TMS)) related to program delivery and guarantees adherence to business rules, policies, and procedures as standard practice in designated work environments.

Utilizes personal computing tools (e.g., Microsoft Word) to prepare required reports associated with assigned projects/plans. Prepares or reviews cost estimates. Collaborates with supervisors or senior engineers regarding unusual or complex issues or to secure plan approvals. Provides technical guidance and support to technicians and junior engineers on the team; assists in the training of team members.

Reviews plans to confirm engineering accuracy and compliance with design standards. Prepares construction change orders as necessary. Maintains project documentation. Recommends modifications to consultants' plans.

Required Qualifications:

- Bachelor's degree in engineering; valid Engineer-In-Training certification issued or accepted as equivalent by the Ohio Board of Registration for Professional Engineers & Surveyors; 2 years of engineering-related experience.

- Or valid Engineer-In-Training certification issued or accepted as equivalent by the Ohio Board of Registration for Professional Engineers & Surveyors; 12 months of experience as Transportation Engineer 1.

- Or an equivalent combination of Minimum Class Qualifications for Employment noted above may be substituted for the required experience, but not for the mandated registration.
