Position Overview:
The City of Healdsburg is looking for a full-time Senior Civil Engineer to become part of the Public Works Department. This role will primarily concentrate on the City’s Capital Improvement Program (CIP).

This position offers a unique opportunity to engage in a variety of practical experiences in municipal engineering, collaborate across different departments, and contribute to several exciting upcoming projects, including:
- 4,200 square-foot Fire Substation
- Front Street Pedestrian and Bicycle Enhancement
- $15 M - Federal Grant Funded - Healdsburg Avenue Complete Streets Initiative
- Federal Grant Funded - Grove Street Neighborhood Plan Execution
- Healdsburg Avenue/Mill District Connectivity
- FAA Funded - Airport Taxiway Enhancements

Collaboration:
The successful candidate will work closely with the Public Works Director, Principal Engineer, Executive Staff, and Community Stakeholders.

Ideal Candidate:
The preferred candidate will be innovative, cooperative, engaging, resourceful, and capable of working independently while adhering to deadlines. Experience in project design, Caltrans procedures, and field experience in construction inspection and/or oversight is highly valued.

Qualifications:
Possession of a valid Registration as a Professional Civil Engineer in the State of California is required at the time of appointment.

Salary:
The salary range for the Senior Civil Engineer is $10,353 to $12,855 per month.

Additional Incentives:
In addition to a competitive salary and benefits package, you may qualify for a hiring incentive and relocation assistance:
- Up to $2,500 upon hire and $2,500 upon successful completion of probation.
- Relocation Assistance up to $2,500 for candidates outside of a specified radius.

Role Responsibilities:
The Senior Civil Engineer will perform professional and technical civil engineering duties requiring specialized knowledge related to complex engineering assignments. Responsibilities include organizing, assigning, and reviewing the work of staff engaged in public works Capital Improvement Projects (CIP), including planning, design, construction, plan checking, inspections, special studies, and reports. The role also involves providing highly responsible professional support to assigned management.

Examples of Duties:
- Plan, prioritize, and review the work of staff assigned to various professional and technical engineering tasks, including CIP project planning, analysis, design, construction, plan checking, inspections, and special studies.
- Develop schedules and methods to ensure timely and efficient completion of assignments.
- Participate in evaluating staff activities, recommending improvements and modifications.
- Provide and coordinate staff training; assist employees in correcting deficiencies.
- Develop plans, specifications, estimates, and work orders for public works and City projects, ensuring compliance with standards, laws, codes, and regulations.
- Serve as project manager for capital project construction, including inspection, contract administration, project budget management, and claims avoidance.
- Prepare reports, initiate, design, and conduct studies, and prepare estimates for new or modified services and facilities, as well as long-range City maintenance and capital improvement needs.
- Oversee public bidding processes, award bids, and administer construction and professional service contracts and agreements.
- Review and check plans for compliance with design standards, codes, and regulations; perform special studies and assignments as directed.
- Coordinate public works activities with other City departments and outside agencies; respond to public inquiries and concerns regarding projects and infrastructure.
- Research, apply for, and manage various grants, ensuring compliance with requirements.
- Make presentations to various boards, commissions, and committees as requested.
- Build and maintain positive working relationships with co-workers and the public using principles of good customer service.

Knowledge and Abilities:
Knowledge of principles and practices of technical and functional supervision and training, relevant laws and regulations, civil engineering principles, cost estimating, and public works construction methods is essential. The ability to perform complex civil engineering duties, make accurate calculations, and communicate effectively is crucial for success in this role.
