Lead Civil Engineer

Position Overview:
The City of Healdsburg is in search of a full-time Senior Civil Engineer to enhance the Public Works Department. This role will primarily concentrate on the City’s Capital Improvement Program (CIP).

Candidate Profile:
The ideal candidate will exhibit creativity, collaboration, engagement, and resourcefulness, while also demonstrating the ability to work independently and adhere to structured deadlines. Experience in project design, Caltrans procedures, and field experience in construction inspection and/or oversight is highly desirable.

Qualifications:
- A valid Registration as a Professional Civil Engineer in the State of California is required at the time of appointment.

Compensation and Benefits:
- The salary range for the Senior Civil Engineer is $10,353 to $12,855 per month.
- In addition to a competitive salary, the position includes retirement through CalPERS and a generous benefits package, which may include a hiring incentive and relocation assistance.

Role Responsibilities:
The Senior Civil Engineer will perform professional and technical civil engineering duties requiring specialized knowledge related to complex engineering assignments. Responsibilities include organizing, assigning, and reviewing the work of staff engaged in public works Capital Improvement Projects (CIP), including planning, design, construction, plan checking, inspections, special studies, and reports. Additionally, the role involves providing highly responsible professional support to assigned management.

Examples of Duties:
- Plan, prioritize, and review the work of staff on various professional and technical engineering tasks.
- Develop schedules and methods to ensure timely and efficient completion of assignments.
- Evaluate staff activities and recommend improvements.
- Provide and coordinate staff training.
- Develop plans, specifications, estimates, and work orders for public works and City projects, ensuring compliance with standards and regulations.
- Serve as project manager for capital project construction, including inspection and contract administration.
- Prepare reports and conduct studies and analyses for new or modified services and facilities.
- Oversee public bidding processes and administer contracts and agreements.
- Review plans for compliance with design standards and regulations.
- Coordinate public works activities with other City departments and respond to public inquiries.
- Research and manage grants, ensuring compliance with requirements.
- Foster positive working relationships with co-workers and the public, emphasizing customer service principles.

Knowledge and Abilities:
- Principles and practices of technical supervision and training.
- Relevant laws, rules, and regulations related to civil engineering.
- Ability to perform complex civil engineering duties and make accurate calculations.
- Establish effective working relationships with diverse groups and communicate clearly, both orally and in writing.
