Given that programs are integral to our clients' daily operations, positions within the program management track involve regular, often daily, client engagement. Engineers on this track utilize their technical knowledge and expertise to make informed decisions in project execution on behalf of our clients. Program management frequently presents engineers with opportunities to lead teams in specific functional areas after demonstrating their capabilities.

Key Responsibilities

Project Management

  • Lead a multidisciplinary team to manage substation, transmission line, and telecommunication projects from initiation through design and construction to completion.
  • Oversee multiple concurrent projects of varying sizes ($100k-$50M) and voltages (4kV-765kV).
  • Ensure projects adhere to schedules by identifying risks and requirements necessary to meet in-service dates.
  • Guide projects through client approval processes, including presentations to senior and executive management as needed.
  • Maintain financial oversight of projects, ensuring accurate cost forecasts that reflect committed and uncommitted costs.
  • Coordinate labor resources with client-approved vendors for construction, testing, and field activities.
  • Provide regular project status updates through maintaining project data and routine reporting.
  • Facilitate project meetings with various resources to ensure effective project execution.

Portfolio Management

  • Develop a multi-year capital expenditure strategy to support clients in upgrading electric transmission and distribution assets.
  • Regularly interface with project sponsor organizations to clarify proposed plans and business justifications.
  • Ensure synergies across projects are integrated into the portfolio to avoid duplication and inefficiencies.
  • Monitor clients' capital investment allocations to align with investment targets for optimal returns.
  • Engage with project sponsors to assess need-by dates for realistic scheduling and budgeting.
  • Assist in the preparation of rate filing support for federal and state submissions.
  • Review engineering estimates for accuracy and scope.
  • Evaluate project change requests and reconcile them with the existing portfolio.
  • Collaborate with clients' accounting teams to establish financial setups for projects.
  • Create analyses and reports to assist clients in tracking and executing projects.
  • Develop baseline scopes, schedules, and budgets for distribution to multiple stakeholders.

Outage/Construction Sequencing

  • Develop construction lifecycles for substation and transmission projects with a focus on efficiency and feasibility.
  • Manage multiple projects simultaneously while meeting specified deliverables.
  • Analyze project documents to determine construction boundaries within substations and the electric grid.
  • Conduct site assessments and project discussions with teams to establish achievable construction sequences.
  • Evaluate necessary outages against adjacent scheduled outages in the area.
  • Create initial outage sequences to communicate proposed construction lifecycles to project teams.
  • Coordinate with drafting teams to produce engineering-quality drawings documenting project evolution.

Qualifications

  • Bachelor's degree in engineering from an accredited institution is required.
  • A minimum of three years of experience in engineering design, project management, or a related field.
  • Exceptional facilitation, collaboration, organization, and problem-solving skills.
  • Ability to positively influence, lead, and manage effectively.
  • Strong planning and analytical capabilities.
  • E.I.T. or PE license is preferred.
  • Must possess excellent oral and written communication skills, strong interpersonal skills, and the ability to present complex information clearly to all levels of employees, management, and clients.
  • Willingness to travel 10-20% based on project assignments and client needs.
