Job Title: USINDOPACOM Security Cooperation Lead

As a USINDOPACOM Security Cooperation Lead, you'll play a critical role in shaping our work across the Indo-Pacific region, guiding and implementing strategic and operational command, control, communications, and computers (C4) capabilities and initiatives.

Key Responsibilities:
  • Collaborate with USINDOPACOM and MITRE project leaders to define and guide strategic objectives and daily execution of support to security cooperation efforts.
  • Demonstrate strong familiarity and skill in one or more of the following areas: defense security cooperation, systems of systems architecture and integration, translating operational needs into system requirements, or model-based systems engineering.
  • Support and partner with senior military leaders and action officers to identify operational and engineering challenges, potential solutions, and communicate project goals and impacts clearly and effectively.
  • Proactively work as part of multiple geographically distributed teams to develop a robust network of MITRE and other professional connections.
  • Engage and collaborate with engineers and planners, subject matter experts, and defense acquisition professionals.
  • Comfortably and respectfully engage with US and foreign nations' senior military leaders and engineers as well as commercial executives and managers while maintaining appropriate strategic FFRDC partnership relationships.
Requirements:
  • Typically a BS in a technical discipline, such as engineering, computer science, or international relations, with 8 years of related experience, or a Master's and 6 years of related experience, or a PhD with 3 years of experience.
  • Active Secret clearance with the ability to obtain and maintain Department of Defense Top Secret/SCI security clearance and DHS—EOD Secret Fitness.
  • Five years of professional experience in international affairs and security cooperation.
  • Prior experience with Department of Defense, Geographic Combatant Commands, State Department, and United States Agency for International Development.
  • Effective and influential oral communications skills.
  • Strong written communications skills.
Preferred Qualifications:
  • Master's degree in a related field.
  • Five years' experience in military C4, cybersecurity, or command and control.
  • Five years' experience coordinating with relevant Geographical Combatant Commands security cooperation efforts.
  • Familiarity with coordinating security cooperation plans with other U.S. Government security sector assistance plans and activities and, with security cooperation activities of USINDOPACOM allies and partner nations.
  • Demonstrated experience with MITRE project management processes, capabilities, and associated tools.
  • Functional domain background in C4 and international cybersecurity policy and processes.
  • Comfort applying technical and domain background at both the theater and partner nation mission levels.
  • Basic knowledge of enterprise and architectural engineering.
  • Basic knowledge of defensive cyber operations and the MITRE ATT&CK Framework.
  • Familiarity with partner nation C4 and cybersecurity institutional capacity building.
  • Familiarity with partner nation command and control interoperability, integration, and systems engineering.
  • Familiarity with Geo-Political Competition and USAFRICOM Campaign Planning and Objectives.
  • Familiarity with Title 10 and Title 22 security cooperation program proposal development and approval process.
  • Familiarity navigating 10 USC 333 authority and Peace Keeping Operations approval documents and authorities related to security cooperation.
  • Familiarity with the Security Assistance Management Manual, Foreign Assistance Act, Arms Export Control Act, U.S.C. Title 10, and related DoD statues and directives.
  • Flexible, self-starter, 'comfortable in discomfort.'
  • Proven capability for strategic planning and ability to provide actionable plans to government sponsors.
  • DoDI 8570 Information Assurance Manager (IAM) Level III Certification (GSLC, CISM, CISSP, or CISSP Associate).
  • DoDI 5132.15 Security Cooperation Workforce Certified (DISCS or DISAM Certification equivalent).
  • Additional clearances: NATO SECRET, Active Top Secret/SCI, ACCM Read-On.

As part of MITRE's Push to the Pacific initiative, employees hired to this requisition may be eligible to participate in a Hawaii Rotational Incentive program. For select positions with high demand and difficult to fill skill sets, MITRE is proud to offer selected staff the opportunity to receive a 15% lump sum payment each year for up to 3 years. The above figures are based on current base salary upon selection to the Hawaii Rotational Rotation Program, less tax withholding and other applicable deductions. Salary compensation range and midpoint: $138,500 - $173,000 - $207,500 Annual.
